Tender Quality Score

This tender presents a clear service description and good practical accessibility but is significantly hampered by the complete absence of evaluation criteria and notable data inconsistencies, impacting fairness and legal compliance.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure type and CPV code correctly, and there are no disputes. However, the reveal date is missing, and the AI summary indicates no specific mandatory exclusion grounds are provided, which is a critical omission for legal compliance. Missing procedure codes also contribute to a lower score.

Missing reveal date
No specific mandatory exclusion grounds provided (as per AI summary)
Clarity55/100

The service description and AI-extracted requirements are clear and understandable. However, the explicit absence of evaluation criteria is a major flaw, making it impossible for bidders to fully understand how their proposals will be assessed, significantly reducing clarity.

No evaluation criteria specified
Completeness65/100

Most basic information, including title, reference, organization, deadlines, value, duration, and location, is present, and documents are attached. Nevertheless, the critical absence of evaluation criteria and some minor missing fields (Liable Person, procedure codes) indicate significant gaps.

No evaluation criteria specified
Liable Person field is empty
Fairness50/100

While there is full document access, disclosed value, and e-procurement support, the complete absence of evaluation criteria severely compromises the fairness and transparency of the procurement process. Bidders cannot objectively prepare or understand the basis of selection.

No evaluation criteria specified
Practicality85/100

The tender demonstrates good practicality with electronic submission supported via the Delta eSourcing portal, clear document URLs, a specified contract start date, and financing information. A minor inconsistency exists regarding the contract duration (12 months vs. potential 5 years).

Minor inconsistency in contract duration (12 months vs. potential 5 years)
Data Consistency45/100

There are significant data inconsistencies, notably a discrepancy between the estimated value (390,000 EUR vs. £325,000 in document summaries) and conflicting information on contract duration (12 months vs. potential 5 years). Missing codes and an empty 'Liable Person' field also contribute to poor consistency.

Significant discrepancy in estimated value (EUR vs. GBP and different numbers)
Inconsistency in contract duration (12 months vs. potential 5 years)
Sustainability35/100

The tender's core service (public health, reducing inequalities) inherently aligns with social sustainability goals. However, the documentation does not explicitly include green procurement, innovation focus, or specific social criteria for bidders within the procurement process itself.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear description of the service required
Electronic submission and document access via e-portal
Estimated value and contract duration are specified (despite inconsistencies)
CPV code is appropriately assigned
No disputes or suspensions reported

Concerns

Complete absence of evaluation criteria
Significant data inconsistencies (value, duration)
Missing mandatory exclusion grounds (as per AI summary)
Missing reveal date and procedure codes
Lack of explicit sustainability criteria for the procurement process

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure fairness and transparency.
2. Rectify all data inconsistencies, especially regarding estimated value and contract duration, across all tender documents.
3. Ensure all mandatory legal requirements, including exclusion grounds and reveal dates, are explicitly stated and complete.
