Tender Quality Score

This tender outlines a Pseudo Dynamic Purchasing System (PDPS) for care and support services. However, the provided information is highly summarized, lacking critical documentation for a comprehensive assessment of its quality and fairness.

Score Breakdown

Legal Compliance100/100

The use of a Pseudo DPS is a recognized procurement tool. However, the absence of detailed legal documents, such as the full tender notice and contract terms, makes a thorough compliance check impossible. The mention of 'Mandatory Exclusion Grounds' without detailing them is a significant legal omission.

No specific mandatory exclusion grounds are detailed in the provided information, which are legally required to be clear.
Clarity40/100

The high-level description of the PDPS and the target service user groups is clear. However, the actual requirements for 'suitably qualified,' 'experienced,' 'registration,' 'competency,' and 'capacity' are vague and undefined without the accompanying Service Specification and Contract Agreement.

Requirements like 'suitably qualified,' 'experienced,' 'registration,' 'competency,' and 'capacity' are not defined without the Service Specification and Contract Agreement, leading to ambiguity.
Completeness83/100

This is the tender's most significant weakness. The explicit statement 'DOCUMENTS (0 total)' and 'No document content available' indicates that crucial information, including the Service Specification, Contract Agreement, full tender instructions, and detailed evaluation criteria, is entirely missing. The 'EXTRACTED REQUIREMENTS' are merely references to these absent documents.

Complete absence of all essential tender documents (Service Specification, Contract Agreement, full instructions).
Missing detailed evaluation criteria for assessing applications.
Fairness80/100

The open procedure and PDPS structure generally promote fairness by allowing new entrants. However, the complete lack of detailed requirements and evaluation criteria in the provided summary makes it impossible to assess if the process is truly fair and transparent. Without the full documents, there is a significant risk of subjective interpretation and potential for incumbent providers to have an unfair advantage due to prior knowledge. The geographical restriction to Wakefield Metropolitan District is common for local services.

Lack of detailed requirements and evaluation criteria could lead to subjective assessment and potential for unfair advantage.
The vagueness of requirements without supporting documents could inadvertently favor specific companies with prior knowledge or existing relationships.
Practicality40/100

The concept of a PDPS for care services is practical for ongoing needs. However, without access to the actual Service Specification and Contract Agreement, potential providers cannot practically prepare a compliant and competitive application. The requirements for 'registration, competency, and capacity' are practical in principle but require clear definition.

Providers cannot practically prepare a compliant application without access to the essential Service Specification and Contract Agreement.
Data Consistency100/100

The provided summary information is internally consistent. The primary issues stem from the absence of critical data and documents, rather than inconsistencies within the data that is present.

Sustainability0/100

The tender description does not include any explicit social, environmental, or innovation criteria. The automated check results also confirm the absence of green procurement, social, or innovation focus.

Absence of explicit social, environmental, or innovation criteria in the tender.

Strengths

Clear title, reference number, and organization specified.
Estimated value and contract duration are disclosed.
Open procedure and Pseudo DPS structure allows for ongoing market engagement.
Clear identification of specific service user groups (Learning Disabilities, Autism, Acquired Brain Injuries).

Concerns

Complete absence of all essential tender documents (Service Specification, Contract Agreement).
Lack of detailed eligibility, technical, and financial requirements.
Missing detailed evaluation criteria for assessing applications.
Mandatory exclusion grounds are not specified, which is a legal requirement.
No explicit sustainability, social, or innovation criteria are included.

Recommendations

1. Immediately publish all essential tender documents, including the Service Specification and Contract Agreement, to ensure transparency and allow for proper application preparation.
2. Clearly define all eligibility, technical, and financial requirements, along with detailed, objective evaluation criteria.
3. Specify the mandatory exclusion grounds in accordance with relevant procurement regulations to ensure legal compliance.
