Original Tender Description

The district of Breckland spans 500 square miles of beautiful countryside within Norfolk. The district is centred around the five market towns of Dereham, Attleborough, Swaffham, Thetford, and Watton. Half of the current residents live in one of the market towns with the remainder living in rural village homes. This means that the district has a low population density. The area's rural nature is characterised by its 112 parishes and numerous villages. We are re-procuring our Framework for home adaptations delivered through Disabled Facilities Grants (DFG) and seeking suitable and qualified contractors who can deliver adaptations efficiently and promptly. DFGs are available to those with disabilities to provide funding for home adaptations. Typical adaptations include replacing a bath with a level access shower, bathroom reconfigurations, door widening, ramps and access into and out of the house. The primary goal of this grant is to facilitate changes that allow recipients to continue living independently in their own home.

Tender Quality Score

This tender for DFG Adaptation Works demonstrates good clarity in its service description and basic information, but suffers from significant gaps in crucial areas such as evaluation criteria and e-submission, impacting fairness and completeness.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV codes correctly, and there are no disputes. However, the absence of a reveal date, explicit mandatory exclusion grounds (in the summary), and critically, specified evaluation criteria, presents compliance risks, particularly regarding transparency.

Missing reveal date
No specific mandatory exclusion grounds explicitly detailed (in summary)
Clarity75/100

The project description is very clear and unambiguous, detailing the scope of works and the geographical context. AI-extracted requirements are understandable. However, the overall clarity is diminished by the lack of specified evaluation criteria and detailed financial/exclusion requirements.

No evaluation criteria specified
No explicit financial requirements detailed (in summary)
Completeness65/100

Basic information, deadlines, value, duration, and location are adequately provided, and documents are available. Nevertheless, the tender is incomplete due to the absence of specified evaluation criteria, detailed financial requirements, explicit mandatory exclusion grounds, and the liable person's information.

No evaluation criteria specified
No explicit financial requirements detailed (in summary)
Fairness60/100

While the requirements appear generic and the estimated value is disclosed, the tender significantly lacks fairness due to the complete absence of specified evaluation criteria, which are essential for objective assessment. The lack of e-submission also creates barriers to equal access for potential bidders.

No evaluation criteria specified
No e-submission
Practicality60/100

Key practical details such as contract start date, duration, and financing information are provided. However, the absence of electronic submission support is a significant practical drawback for bidders in a modern procurement environment.

No e-submission
Data Consistency70/100

Most dates and core data points are logical and consistent, with no disputes or suspensions. However, there is an inconsistency regarding the 'Value Classified' status versus the disclosed estimated value, and minor fields like 'Liable Person' and procedure codes are missing.

"Value Classified: Yes" contradicts disclosed estimated value
Missing Liable Person
Sustainability50/100

The tender does not explicitly incorporate green procurement, innovation focus, or specific social criteria for bidders. However, the core purpose of the Disabled Facilities Grants (DFG) is inherently social, aiming to enhance the independence and quality of life for disabled residents, which provides a foundational social aspect to the project.

Not green procurement
No social criteria (for bidders)

Strengths

Clear project description and scope
Basic tender information (title, reference, organization, value, deadlines) is present

Project has inherent social value (DFG)

Concerns

Lack of electronic submission support
Missing explicit details on mandatory exclusion grounds and financial requirements (in summary)
Inconsistency regarding value classification

Recommendations

1. Clearly define and publish all evaluation criteria to ensure transparency and fairness.
2. Implement an e-submission platform to facilitate broader participation and streamline the process.
3. Provide comprehensive details on mandatory exclusion grounds and explicit financial requirements in the tender documentation.
