Tender Quality Score

This tender aims to establish a Dynamic Purchasing System (DPS) for concrete block supply. However, the provided information is highly incomplete, lacking crucial details on evaluation criteria, specific financial requirements, and submission documents, which significantly hinders a comprehensive assessment and bidder preparation.

Score Breakdown

Legal Compliance100/100

The tender explicitly states compliance with the Public Contracts Regulations 2015 and mentions mandatory exclusion grounds. The use of a DPS is a compliant procurement procedure. However, the absence of detailed tender documents prevents a full verification of procedural compliance.

Clarity40/100

The overall objective to establish a Framework Agreement via a DPS for concrete block supply/distribution to new build projects in London and the South East is clear. The eligibility and technical capability requirements are stated, albeit at a high level.

Lack of specific details for technical and financial requirements.
No specific submission forms or document formats mentioned.
Completeness75/100

The tender information is severely incomplete. Critical elements such as detailed financial requirements, specific technical specifications beyond general capabilities, evaluation criteria, and actual tender documents are entirely missing. The estimated value is not disclosed.

Estimated Value: Not disclosed.
No documents attached or available.
Fairness60/100

The eligibility and technical requirements, such as being a distributor capable of operating in the specified region and meeting demands of a large provider, are broad enough not to appear overtly tailored to a single company based solely on the provided text. The DPS structure generally promotes broader market access. However, the complete absence of evaluation criteria makes it impossible to assess how fairness will be applied in practice during the selection process.

Missing evaluation criteria, which is crucial for ensuring a fair and transparent assessment of bids.
Practicality40/100

The concept of a DPS for concrete blocks for a large housing provider is practical for managing ongoing supply needs. However, the severe lack of detailed requirements and tender documents makes it highly impractical for potential bidders to prepare comprehensive, competitive, and compliant submissions. The stated 1-month contract duration for a DPS/Framework is highly impractical and likely an error.

Impractical 1-month contract duration for a Framework Agreement/DPS, which typically spans several years.
Lack of detailed requirements and documents makes bid preparation challenging and inefficient for potential suppliers.
Data Consistency100/100

There is a significant inconsistency regarding the 'Contract Duration' being stated as '1 months' while the description refers to establishing a 'Framework Agreement' and a 'Dynamic Purchasing System (DPS)' for a 'large-scale housing provider' and 'New Build Projects.' A DPS/Framework is typically established for a much longer period (e.g., 4 years) to allow for multiple call-offs. A 1-month duration for the framework itself is highly improbable and suggests a data entry error or misunderstanding of the field.

Contract Duration of '1 months' is inconsistent with the nature and purpose of a Framework Agreement/DPS for a large-scale provider.
Sustainability0/100

No information regarding environmental, social, or economic sustainability criteria is provided within the tender details. This represents a missed opportunity to integrate responsible procurement practices.

Absence of sustainability criteria (environmental, social, or economic).

Strengths

Clear identification of the procuring entity and the service required (supply/distribution of concrete blocks).
Explicit mention of compliance with Public Contracts Regulations 2015 and mandatory exclusion grounds.
Use of a Dynamic Purchasing System (DPS) which can promote flexibility and ongoing market access.
Clearly defined geographical scope for delivery (London and the South East of England).

Concerns

Critical lack of tender documents (zero documents attached), making a proper assessment and bid preparation impossible.
Missing evaluation criteria, preventing bidders from understanding how their proposals will be judged.
Highly inconsistent contract duration of '1 months' for a DPS/Framework, which is likely an error and causes significant confusion.
Undisclosed estimated value, limiting bidders' ability to gauge the scale and potential return of the opportunity.
Absence of specific financial and detailed technical requirements, making it difficult for bidders to tailor proposals effectively.

Recommendations

1. Publish comprehensive tender documents, including detailed specifications, clear evaluation criteria, and specific submission forms.
2. Clarify and correct the stated contract duration to accurately reflect the intended term of the DPS/Framework Agreement.
3. Disclose the estimated value or provide a reasonable range to inform potential bidders about the scale of the opportunity.
