Original Tender Description

United Utilities Laboratory Services require a courier service for the transportation of samples from sites across the Company to the central Laboratory at Lingley Mere (Warrington) on a daily basis. It is a requirement of OFWAT (The Water Services Regulation Authority) that the Company constantly undertakes analysis of water/waste water samples from various sample points throughout the North-West Region. Water Quality Officers, Network Owners, Wastewater Operatives, Trade Effluent Officers, Agricultural Advisors and Project Staff obtain the samples requiring analysis. Samples are left at drop off points for collection by the dedicated courier in a refrigerated van. Samples need to be transported under refrigerated conditions to ensure that they are maintained at a temperature of between 2 and 7 degrees centigrade. It is a requirement to maintain evidence that this has been achieved to enable United Utilities to adhere to regulatory requirements with respect to the transportation of accredited samples under the Environment Agency's Monitoring Certification Scheme (MCERTs), Drinking Water Test Specifications (DWTS) and ISO 17025. On collection, the courier takes the samples to a Sample Registration Centre (SRC) or directly to Lingley Mere Laboratories Sample Reception. An additional dedicated courier service is then required to operate between the SRC's and the Laboratories at Lingley Mere, where required. Consignment Notes or Delivery Notes detailing the sample load carried and all other required information to the Laboratory at Lingley Mere are part of the hand-over procedure at the SRCs and the Laboratory. These are currently in paper form, the Company would like to move this to an electronic format, where reports should consist of (minimum requirement): • Sample bottle barcode number • crate barcode number • vehicle registration • collection date and time • collection location • time samples dropped off • location of sample drop off Route optimisation will also be a requirement of the tender, with bidders expected to demonstrate how routes will be optimised to ensure efficiency, reliability, and timely delivery of samples while maintaining required temperature controls. Detailed dates and milestones will be share in the tender documentation.

Tender Quality Score

This tender provides a clear description of the required courier services and technical specifications, but suffers from significant gaps in critical information such as evaluation criteria, eligibility, and financial requirements, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender benefits from a reasonable submission period and appropriate CPV code. However, the procedure type is vaguely defined ('Competitive flexible procedure' without a code), and the absence of explicit mandatory exclusion, eligibility, and financial requirements in the provided summary, along with missing evaluation criteria and a reveal date, raises concerns regarding full compliance with transparency obligations.

Vague procedure type (no code)
Missing reveal date
Clarity70/100

The service description and technical capability requirements are exceptionally clear and detailed, outlining specific needs like temperature control, regulatory adherence, and electronic reporting. However, the complete absence of specified evaluation criteria significantly diminishes overall clarity for potential bidders, making it difficult to understand how proposals will be judged.

No evaluation criteria specified
Completeness60/100

While basic information, estimated value, and contract duration are provided, the tender is notably incomplete regarding crucial sections. The AI-extracted requirements explicitly state the absence of eligibility and financial requirements, and critically, evaluation criteria are missing. The 'Required: No' status for all listed documents is also confusing and suggests potential gaps in accessible full documentation.

Missing eligibility requirements in summary
Missing financial requirements in summary
Fairness55/100

The long submission deadline and disclosed estimated value contribute positively to fairness. Nevertheless, the lack of specified evaluation criteria is a major transparency and fairness concern, as bidders cannot objectively tailor their proposals. The absence of e-submission also presents a potential barrier to equal access and efficient participation.

No evaluation criteria specified
No e-submission
Practicality60/100

The contract start date and duration are clearly specified, which is practical for planning. However, the lack of electronic submission (as flagged by automated checks) is a significant practical drawback in modern procurement. The absence of a direct document URL in the provided information also poses a practical hurdle for accessing full tender details.

No e-submission
No direct document URL provided in summary
Data Consistency85/100

Most key fields are populated, and there are no reported disputes or suspensions. Minor inconsistencies include an empty 'Liable Person' field and missing codes for the 'Type' and 'Procedure' fields. The identical submission deadline and contract start date are unusual but not inherently inconsistent.

Empty 'Liable Person' field
Missing codes for 'Type' and 'Procedure'
Sustainability30/100

The tender shows a very limited focus on broader sustainability aspects. While maintaining specific temperatures for samples is an environmental consideration, it is a core service requirement rather than an added green procurement criterion. There are no explicit social or innovation criteria mentioned beyond operational efficiencies like electronic notes and route optimization.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and detailed technical requirements for the service
Long submission period allowing ample preparation time
Estimated value and contract duration clearly specified
Explicit mention of regulatory compliance (MCERTs, DWTS, ISO 17025)
Focus on operational efficiency through electronic notes and route optimization

Concerns

Critical absence of evaluation criteria
Missing eligibility and financial requirements in the provided summary
Lack of electronic submission (e-submission)
Vague definition of the procurement procedure type
Limited integration of sustainability, social, or broader innovation aspects

Recommendations

1. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Provide complete eligibility and financial requirements within the tender documentation.
3. Implement electronic submission capabilities to enhance accessibility and efficiency of the procurement process.
