Tender Quality Score

This tender documentation is generally clear and practical, but its quality and transparency are significantly hampered by the critical absence of evaluation criteria. While core legal and practical aspects are well-covered, the lack of explicit sustainability focus and detailed evaluation methods presents notable concerns.

Score Breakdown

Legal Compliance85/100

The procedure type and CPV code are clearly defined, and there are no disputes. While the reveal date is missing from the provided data, compliance with UK public procurement regulations is assumed for an open procedure, and mandatory disclosure requirements appear to be met through the portal.

Missing reveal date in the provided data
Clarity60/100

The service description and basic requirements are clear and understandable. However, the critical absence of specified evaluation criteria significantly reduces the clarity of the tender, making it difficult for bidders to understand how their proposals will be assessed.

Missing evaluation criteria
Completeness65/100

Most basic information, including title, reference, organization, deadlines, value, duration, and location, is provided. Documents are accessible via the portal. However, the critical absence of evaluation criteria is a significant gap, and some administrative fields like 'Liable Person' and procedure codes are missing.

Missing evaluation criteria
Liable Person and procedure codes are missing
Fairness60/100

Full document access is provided via a free registration portal, the value is disclosed, and electronic submission is supported, promoting equal access. However, the complete absence of evaluation criteria severely impacts the fairness and transparency of the procurement process.

Missing evaluation criteria
Practicality90/100

Electronic submission is fully supported via the provided portal URL. The contract start date, financing information, and duration (initial term with optional extensions) are all clearly specified, making the tender highly practical for potential bidders.

Data Consistency85/100

Dates are logical and consistent throughout the tender information, and there are no reported disputes or suspensions. Minor inconsistencies include empty 'Liable Person' and procedure code fields, and a slight variance between the estimated EUR value and the converted GBP total, which is acceptable for an estimate.

Liable Person and procedure codes are missing
Sustainability40/100

While the service itself (Bikeability training) inherently promotes active travel and health, the tender documentation does not explicitly include green, social, or innovation criteria for the procurement process or the provider's operations. It is not EU funded.

Lack of explicit green, social, or innovation criteria

Strengths

Clear service description and purpose
Comprehensive financial and timeline details (initial and potential extensions)
Full electronic access and submission via a dedicated portal (The Chest)
Specific technical capability requirements (skills, experience, capacity, standards)
Logical and consistent dates and contract structure

Concerns

Critical absence of evaluation criteria, impacting clarity and fairness
Lack of explicit sustainability (green, social, innovation) requirements for the provider
Missing 'Liable Person' and procedure codes in basic information
Performance conditions are only broadly defined by external standards, lacking specific KPIs
AI-extracted requirements are based on the provided text, but the full ITT is needed for a complete picture

Recommendations

1. Clearly define and publish the evaluation criteria (e.g., weighting of price vs. quality, specific sub-criteria) to enhance transparency and fairness.
2. Incorporate explicit sustainability criteria (environmental, social, innovation) into the tender requirements and evaluation.
3. Ensure all administrative fields, such as 'Liable Person' and procedure codes, are fully populated for better data quality.
