Tender Quality Score

This is a well-structured and clear Preliminary Market Engagement Notice, effectively gathering market interest for a critical social service, though it uses placeholder values and lacks formal tender evaluation criteria at this stage.

Score Breakdown

Legal Compliance75/100

The notice clearly defines itself as a 'Market Engagement process' and 'Preliminary Market Engagement Notice,' which is compliant for this stage. The CPV code is appropriate, and there are no reported disputes or suspensions. Deadlines are reasonable for a PQQ.

Clarity80/100

The description of the required high-support residential care service is very clear and unambiguous, detailing staffing ratios and the approach. AI-extracted requirements accurately reflect the description, making the opportunity well-understood.

Completeness70/100

Basic information, duration, and location are provided. Requirements for market engagement are defined. However, the estimated value of 1,000 EUR is clearly a placeholder, and formal evaluation criteria for a future tender are not yet specified, which is expected for a PQQ but a gap for a full tender.

Estimated value is a placeholder (1,000 EUR) for a significant service.
Formal evaluation criteria for a future tender are not specified.
Fairness85/100

The process promotes fairness by directing suppliers to an e-procurement platform (etenderwales) with a direct link, ensuring equal access. Requirements are generic and do not appear tailored to a specific company, and the value is disclosed.

Practicality65/100

Electronic submission is supported, and key dates (submission, contract start, duration) are clearly specified. However, the placeholder estimated value significantly limits the practicality for potential providers to fully assess the financial scope of the opportunity.

Estimated value is a placeholder, limiting practical financial assessment for suppliers.
Data Consistency90/100

Key fields are consistently populated, and the 'None' designation for 'Type' and 'Procedure' is accurate for a market engagement notice. Dates are logical and consistent, with no reported suspensions or disputes.

Sustainability50/100

The core of this procurement is a high-support residential service for vulnerable young people, which is inherently a strong social sustainability aspect. However, there are no explicit criteria or focus on environmental (green) procurement or innovation.

No explicit green procurement criteria.
No explicit innovation focus.

Strengths

Clear and detailed description of the required social service.
Effective use of an e-procurement platform for market engagement.
Generic and objective requirements, promoting fair competition.
High data consistency and logical timeline for the notice.
Strong inherent social sustainability focus due to the service nature.

Concerns

Estimated value is a placeholder (1,000 EUR), which is unrealistic for the service.
Lack of formal evaluation criteria for the subsequent competitive tender process.
Absence of explicit green procurement or innovation criteria.

Recommendations

1. For the subsequent competitive tender, provide a realistic estimated value to aid supplier planning.
2. Clearly define and publish objective evaluation criteria for the future tender process.
3. Consider integrating environmental and innovation aspects into the future procurement strategy where appropriate.
