Tender Quality Score

This tender presents a clear environmental objective and well-defined technical requirements, but it suffers from significant gaps in crucial procurement documentation, particularly the absence of evaluation criteria.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV codes are clearly defined, and there are no reported disputes or suspensions. However, the missing reveal date and empty procedure codes represent minor compliance and transparency gaps.

Missing reveal date
Empty procedure codes
Clarity60/100

The description of the Passive Acoustic Monitoring (PAM) units and their technical requirements is clear and specific. Nevertheless, the explicit absence of detailed mandatory exclusion grounds, eligibility requirements, and especially evaluation criteria significantly diminishes overall clarity for potential bidders.

No evaluation criteria specified
Missing mandatory exclusion grounds
Completeness65/100

While basic information, financial details, and duration are provided, the tender is incomplete due to the lack of specified mandatory exclusion grounds, eligibility requirements, and evaluation criteria, which are fundamental for a comprehensive and fair bidding process.

Missing evaluation criteria
Missing mandatory exclusion grounds
Fairness55/100

The tender's fairness is significantly compromised by the explicit absence of evaluation criteria, making it difficult for bidders to understand how their proposals will be assessed. The lack of e-submission also presents a barrier to equal access. The technical requirements, while specific, do not appear overtly tailored to a single company without further context.

No evaluation criteria specified
No e-submission
Practicality60/100

The absence of electronic submission is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders. While the contract start date and duration are clear, a direct document URL is not explicitly provided.

No e-submission
Document URL not explicitly provided
Data Consistency80/100

Key dates and financial information are consistent and logical. However, the 'Liable Person' field is empty, and procedure codes are missing, indicating minor data gaps rather than inconsistencies.

Liable Person field empty
Empty procedure codes
Sustainability40/100

Despite the tender's environmental purpose (biodiversity monitoring), the procurement itself does not explicitly incorporate green, social, or innovation criteria for the equipment or the supplier's practices, representing a missed opportunity for sustainable procurement.

Not green procurement
No social criteria

Strengths

Clear environmental purpose and project description
Detailed and specific technical requirements for PAM units
Estimated value and contract duration are clearly disclosed
Documents are available for review
Open procedure type promotes competition

Concerns

Critical absence of evaluation criteria
Missing mandatory exclusion and eligibility requirements
Lack of electronic submission capability
No explicit integration of sustainability (green/social/innovation) criteria
Missing reveal date and empty procedure codes

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure fairness and transparency.
2. Provide clear mandatory exclusion grounds and eligibility requirements for all bidders.
3. Implement an e-submission platform to enhance practicality and equal access for all potential suppliers.
