Original Tender Description

The City is seeking to undertake a review of its branding and commercial approach, including its Intellectual Property Rights, in order to develop a strategic framework that protects the City, enhances its brand value, and identifies potential opportunities for revenue generation. The objectives are to: - Develop clarity and cohesion around the City’s brand, recognising the complexities of the organisation (internal and external facing). - Support brand and reputation management. - Enhance the value of the City’s core brand(s). - Identify key IP assets. - Protect against the risk of IP infringement by others. - Establish clear governance arrangements and process for decision making and management of IP. - Develop a framework for the potential commercialisation of IP. Scope of the review: In the first instance, the review will focus on the City’s core functions, centred around the Guildhall and Mansion House. The City’s Institutions and Charities are out of scope this review; however, consideration should be given to the branding review seeking to provide greater clarity regarding the relationship between the City’s brands and those of its Institutions.

Tender Quality Score

This tender represents a well-defined Preliminary Market Engagement (PME) for branding and IP review, demonstrating clear objectives and requirements, though it has some formal and practical gaps typical for this early stage.

Score Breakdown

Legal Compliance75/100

The tender is a Preliminary Market Engagement (PME), which explains the lack of a formal 'Type' and 'Procedure' code in the structured data. The CPV code is appropriate, and the 8-day response period for a PME is reasonable. No disputes or suspensions are noted. However, the formal procedure type being 'None' and the value being classified are minor formal compliance gaps, even for a PME.

Formal procedure type not defined in structured data
Estimated value classified
Clarity80/100

The description of objectives and scope is very clear and unambiguous. The AI-extracted requirements are well-documented and understandable. The absence of evaluation criteria and performance conditions is typical for a PME, as its purpose is market sounding rather than a full tender.

No evaluation criteria specified (expected for PME)
No performance conditions specified (expected for PME)
Completeness70/100

Basic information like title, reference, organization, description, deadlines, and duration are provided. All four documents are attached and summarized. However, the estimated value is not disclosed, and evaluation criteria are missing, which are significant gaps for a full tender, though somewhat understandable for a PME.

Estimated value not disclosed
Evaluation criteria missing
Fairness85/100

Full document access is provided, and the requirements appear generic and not tailored to a specific company. The 8-day deadline for PME response is reasonable. However, the classified value reduces transparency, and the lack of e-submission (as flagged) could be a minor barrier to equal access, though less critical for a PME.

Estimated value classified
No e-submission (as flagged)
Practicality65/100

The contract start date and duration are clearly specified. However, the lack of e-submission (as flagged) is a practical drawback. The classified value makes it difficult for potential suppliers to gauge the project's scale and allocate resources effectively.

No e-submission (as flagged)
Financing information (estimated value) not available
Data Consistency90/100

Dates are logical and consistent, and there are no reported suspensions or disputes. While some structured fields like 'Type', 'Procedure', and 'Liable Person' are unpopulated or marked 'None', the core information provided is consistent with the tender being a Preliminary Market Engagement.

Some structured fields (Type, Procedure, Liable Person) are unpopulated or 'None'
Sustainability50/100

The tender does not explicitly include any green procurement, social aspects, or innovation focus. While the nature of the service (branding and IP review) may not directly lend itself to these, it represents a missed opportunity to integrate broader sustainability considerations into the procurement process.

No explicit sustainability criteria
No explicit social criteria

Strengths

Clear and unambiguous description of objectives and scope
Appropriate CPV code and NUTS code provided
All relevant documents are available and summarized
Requirements are clearly defined and appear generic
Dates and duration are consistent and logical

Concerns

Estimated value is not disclosed and classified
Formal procedure type is not defined in structured data (listed as 'None')
No evaluation criteria specified (though common for PME)
Lack of explicit e-submission method (as flagged)
Absence of sustainability, social, or innovation criteria

Recommendations

1. For future stages, disclose the estimated value to enhance transparency and allow for better supplier planning.
2. Clearly define the formal procedure type (e.g., RFI, PME) in structured data fields.
3. Consider integrating sustainability, social, or innovation criteria where applicable, even for service-based procurements.
