Original Tender Description

Background Greatness Recreation Ground has become more and more popular as a local open space facility. It is developing from an original open space recreation ground into a more formal park. This is likely to only increase with a neighbouring development of approximately 900 dwellings to be started within the next five years. It is also the home of the very successful Sevenoaks Town Football Club, which brings many visitors to the park. During 2026 the football club's new pavilion is due to be completed. Bearing in mind all these changes Sevenoaks Town Council carried out a community survey relating to the future of the open space and its facilities. From the responses it was clear that the current play area which has been in place for fifteen years needed to be reviewed and upgraded. Following consultation, it was also agreed to move its location to enable families who were already on the grass area to have a child use the play area without crossing the car park. The proposed new location would also be nearer the new pavilion which will have toilets and a café. Key Points 1. The tender is for a completely new playground on a field. Therefore, infrastructure e.g. drainage, fencing, safety surface, entry gates required. 2. Aimed at primary school children 3. Natural look equipment rather than bright colours, meeting ROSPA standards 4. Requires some DDA compliant inclusive play equipment 5. Requires some shading (preferably natural e.g. trees). Must retain the existing tree, ideally within the proposed footprint, or otherwise just outside of it) 6. To create a wetpour base with a new wetpour safety surface which compiles with BSEN 1176 and has a minimum guarantee of 2 years but preferably longer. A maintenance plan is a desirable extra service we would like. The product should have been tested in accordance with BS EN 1177 and BS EN 7188. 7. Timetable • May 2026 public consultation on preferred options A1 size image of play area to be provided. • July 2026 appointment of contractor • October 2026 installation 8. Size of play area Existing: Approx 32.7m length x 19.5m width New: 41.5m length x 17m width Budget for the Project Maximum budget for the play area project is £200,000. £240000 inclusive of VAT.

Tender Quality Score

This tender presents a clear technical scope for a playground project with good sustainability considerations, but is significantly hampered by critical deficiencies in documentation, missing fundamental legal and evaluation criteria, and data inconsistencies, which severely impact its completeness and fairness.

Score Breakdown

Legal Compliance45/100

The tender defines the procedure type and CPV code appropriately. However, the AI-extracted information explicitly states a lack of mandatory exclusion and eligibility grounds, which is a significant legal oversight. Furthermore, core tender documents ("Tender Letter", "Tender Questionnaire") are inaccessible, raising serious concerns about compliance with disclosure requirements.

No explicit mandatory exclusion grounds
No explicit eligibility requirements
Clarity70/100

The project description and technical requirements are well-articulated, providing clear details on the scope, design aesthetic, and technical standards (ROSPA, DDA, BSEN). However, the absence of specified evaluation criteria creates ambiguity for bidders on how their proposals will be assessed, which is a major clarity deficit.

No evaluation criteria specified
Completeness40/100

While basic information, deadlines, value, and location are provided, the tender is critically incomplete due to the inaccessibility of key documents such as the "Tender Letter" and "Tender Questionnaire". The lack of explicit eligibility, exclusion, and evaluation criteria further contributes to its incompleteness.

Inaccessible core tender documents
Missing explicit eligibility/exclusion criteria
Fairness35/100

Fairness is severely compromised by the lack of full document access and the absence of transparent evaluation criteria, making it difficult for bidders to prepare competitive and compliant proposals. The lack of e-submission also presents a barrier to equal access, although the technical requirements themselves do not appear tailored.

Inaccessible core tender documents
No evaluation criteria specified
Practicality55/100

The tender provides a clear contract start date, duration, and financing information. However, the absence of electronic submission capabilities is a practical drawback in modern procurement. The inaccessibility of core tender documents also creates practical difficulties for potential bidders.

No electronic submission
Inaccessible core tender documents
Data Consistency50/100

While most key fields are populated and the project timeline is generally logical, there is a significant inconsistency regarding the project budget. The "Estimated Value" is stated in EUR (240,000.00 EUR), while the detailed budget in the description is in GBP (£200,000 excluding VAT, £240,000 inclusive of VAT). This currency discrepancy is a critical data error.

Inconsistent currency for estimated value (EUR vs GBP)
Missing 'Liable Person' and procedure codes
Sustainability80/100

The tender demonstrates a good commitment to sustainability by specifying "natural look equipment," preferring natural shading, and requiring the retention of an existing tree. It also includes strong social aspects through the requirement for DDA compliant inclusive play equipment and consideration for primary school children. There is no explicit focus on innovation.

No explicit innovation focus

Strengths

Clear and detailed technical project description
Strong focus on environmental aspects (natural look, tree retention, natural shading)
Good social inclusion criteria (DDA compliant equipment, aimed at primary school children)
Budget and timeline clearly specified within the description
CPV code is appropriately assigned

Concerns

Critical missing core tender documents (Tender Letter, Questionnaire)
Absence of explicit mandatory exclusion, eligibility, and evaluation criteria
Significant inconsistency in budget currency (EUR vs GBP)
Lack of electronic submission capabilities
Some failed document downloads

Recommendations

1. Immediately rectify the accessibility of all core tender documents and ensure they contain explicit mandatory exclusion, eligibility, and evaluation criteria.
2. Clarify and standardize the project budget currency (EUR or GBP) across all tender fields and documents.
3. Implement electronic submission for improved fairness, efficiency, and accessibility for bidders.
