Tender Quality Score

This tender for school meal conveyance is critically deficient, lacking essential documentation and suffering from significant inconsistencies and highly restrictive eligibility criteria, which severely impede fair competition and transparency.

Score Breakdown

Legal Compliance100/100

Significant concerns regarding legal compliance arise from the absence of explicitly stated mandatory exclusion grounds and highly restrictive eligibility criteria that may violate principles of non-discrimination, proportionality, and free movement, even for below-threshold tenders.

Absence of explicitly stated mandatory exclusion grounds.
Eligibility restricted solely to 'local SME or VCSE' without clear justification, potentially violating competition principles and constituting an unjustified barrier to entry.
Clarity40/100

While the basic service description is clear, the overall clarity of the tender is severely compromised by the complete absence of tender documents, detailed specifications, and evaluation criteria, making it impossible for bidders to fully understand the requirements.

Lack of detailed specifications for service delivery (e.g., vehicle requirements, hygiene standards, specific routes, number of schools, meal volumes).
Absence of evaluation criteria makes the selection process opaque and unpredictable.
Completeness83/100

The tender is critically incomplete, lacking fundamental documents and information necessary for bidders to prepare a compliant and competitive offer, which is a major flaw in the procurement process.

No tender documents attached (e.g., full specification, terms and conditions, contract draft, annexes).
Missing evaluation criteria, which are essential for transparent assessment.
Fairness60/100

The tender raises serious fairness concerns due to highly restrictive eligibility requirements that significantly limit competition and the complete absence of evaluation criteria, which prevents a transparent and objective assessment of bids.

Eligibility restricted to 'local SME or VCSE' significantly limits the pool of potential bidders and may be seen as tailoring or an unjustified barrier.
Absence of evaluation criteria prevents fair and objective assessment of bids, introducing potential for arbitrary decision-making.
Practicality40/100

While the core service is practical, the lack of detailed requirements and comprehensive documents makes it impractical for potential suppliers to accurately assess the scope, risks, and prepare a robust, competitive bid.

Bidders cannot assess the full practical implications (e.g., required fleet size, staffing levels, operational logistics) without detailed specifications.
Data Consistency100/100

A critical inconsistency exists in the stated estimated contract value, which is presented in different currencies and potentially different amounts across different sections of the tender information.

Estimated Value stated as 150,000.00 EUR in 'FINANCIAL INFORMATION' and £120,000 (ex VAT) in 'FINANCIAL REQUIREMENTS', creating ambiguity regarding the actual contract value.
Sustainability0/100

No specific sustainability (environmental or social) criteria are mentioned, representing a missed opportunity for the contracting authority to promote broader public policy objectives through procurement.

Absence of green procurement or social criteria.

Strengths

Clear title and concise description of the service required.
Open procedure encourages broader participation (though limited by eligibility criteria).
Contract duration and optional extension period are specified.
CPV code is appropriate for the service.

Concerns

Complete absence of tender documents and detailed specifications, making bid preparation impossible.
Highly restrictive eligibility criteria ('local SME or VCSE') limiting competition and potentially discriminatory.
Critical inconsistency in the stated estimated contract value (EUR vs. GBP).
Missing mandatory exclusion grounds and evaluation criteria, compromising transparency and fairness.
Lack of clarity on the precise definition of 'local' for eligibility purposes.

Recommendations

1. Immediately publish comprehensive tender documents, including detailed specifications, terms and conditions, and a clear contract draft.
2. Review and justify the restrictive eligibility criteria ('local SME or VCSE') to ensure compliance with procurement principles, or broaden them to encourage wider competition.
3. Clarify and standardize the estimated contract value, ensuring consistency across all tender sections and specifying the currency.
