Original Tender Description

NHS England (NHSE) is procuring a contract with a single lead provider for the delivery of Specialised Pharmaceutical Logistics and Warehouse Services to support national vaccination and screening programmes across the NHSE portfolio. The service provider will be responsible for the end to end delivery and deployment of the supply chain network that underpins the commissioning and distribution of all vaccine types to front line destinations across all sectors, including Community Pharmacies, General Practices, Detained Estates, and a wide range of other healthcare settings- serving more than 11,000 locations nationwide. This procurement will replace the current contract and will build on the established performance, expertise, and operational capability developed through the COVID‑19 vaccination programme, which has successfully supported the administration of more than 150 million vaccines to date. Full details of the service requirements and specification are included within the ITT pack.

Tender Quality Score

This tender presents a critical national service procurement with clear operational requirements but suffers from significant deficiencies in transparency regarding evaluation criteria, raising concerns about fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines an Open procedure and assigns a relevant CPV code. Mandatory exclusion grounds and modern slavery compliance are noted, indicating adherence to legal frameworks. However, the absence of a clear reveal date for the tender is a transparency concern.

Missing tender reveal date
Clarity65/100

The service description and AI-extracted requirements are generally clear and unambiguous regarding the scope and technical capabilities needed. However, the critical absence of specified evaluation criteria significantly reduces clarity for potential bidders on how their proposals will be assessed.

No evaluation criteria specified
Completeness65/100

Basic information, financial details, timeline, and classification are well-defined. Documents are listed as available. However, the tender is incomplete without explicit evaluation criteria, which are fundamental for a comprehensive bid submission.

Missing evaluation criteria
Fairness45/100

While the value is disclosed and e-procurement is enabled, the requirement for a 'single lead provider' and the emphasis on 'established performance, expertise, and operational capability developed through the COVID‑19 vaccination programme' combined with the absence of evaluation criteria strongly suggest potential tailoring towards a limited number of existing large-scale providers. This significantly impacts the objectivity and transparency of the process.

Requirements appear tailored to specific, large-scale providers with prior COVID-19 programme experience
Absence of objective evaluation criteria compromises transparency and equal opportunity
Practicality70/100

Electronic submission is supported via a dedicated eCommercial System, and key dates (submission, contract start) and duration are clearly specified. Financing information is available. The direct URLs for documents are not provided in the snippet, but their existence is noted.

Direct document URLs not provided in the tender snippet
Data Consistency90/100

All key fields are populated, and the data provided is logical and consistent across the various sections. There are no reported suspensions or disputes, indicating a stable tender status.

Sustainability55/100

The tender explicitly includes social aspects by requiring commitment to social value principles and adherence to Living Foundation Wage principles, which is a positive inclusion. However, there is no explicit mention of green procurement or innovation focus.

No explicit green procurement requirements
No explicit innovation focus

Strengths

Clear description of required services and scope
Electronic submission supported via dedicated platform
Includes social value and Living Foundation Wage principles
Comprehensive basic and financial information provided
Data consistency across all populated fields

Concerns

Critical absence of specified evaluation criteria

Lack of transparency regarding the tender reveal date
No explicit green procurement or innovation focus
Single lead provider requirement for a complex national service

Recommendations

1. Immediately publish detailed evaluation criteria to ensure transparency and fairness for all bidders.
