Tender Quality Score

This tender provides core information and leverages an e-procurement portal, but suffers from a critical lack of specified evaluation criteria and explicit mandatory exclusion grounds in the provided summary, alongside a failed document download.

Score Breakdown

Legal Compliance75/100

The tender appears compliant for a below-threshold open procedure, with a clear procedure type and appropriate CPV code. However, the lack of explicit mandatory exclusion grounds in the summary and the 'Value Classified: Yes' flag despite the value being disclosed are minor concerns.

No explicit mandatory exclusion grounds in summary
"Value Classified: Yes" despite disclosure
Clarity60/100

The service description is clear, and AI-extracted requirements are understandable. However, the critical absence of specified evaluation criteria and the need to refer to full documentation for mandatory exclusion grounds significantly reduce the clarity of the provided tender overview.

No evaluation criteria specified
Mandatory exclusion grounds not detailed in summary
Completeness55/100

Basic information, deadlines, value, and duration are provided. However, the tender is incomplete due to the explicit absence of evaluation criteria, the lack of detail on how it's 'Divided into Parts,' and the critical failure to download the primary 'Tender Notice' document.

No evaluation criteria specified
"Tender Notice" document download failed
Fairness50/100

The use of an e-procurement portal and disclosed value are positive for fairness. However, the complete absence of specified evaluation criteria is a major transparency issue, preventing fair and objective assessment of bids. The failed document download also raises concerns about equal access to information.

No evaluation criteria specified
"Tender Notice" document download failed
Practicality80/100

Electronic submission is clearly supported via the Kent Business Portal, and direct URLs are provided. Key dates like contract start and duration are specified, enhancing practicality for bidders. The failed document download is a practical hurdle.

"Tender Notice" document download failed
Data Consistency85/100

Key fields are populated, and dates are logical. There are no reported disputes or suspensions. A minor inconsistency is the 'Value Classified: Yes' flag despite the value being explicitly stated. The automated check's 'No e-submission' contradicts the tender description.

"Value Classified: Yes" flag inconsistent with disclosed value
Sustainability40/100

The tender focuses on a service with inherent social benefits for employees. However, it does not explicitly incorporate broader green procurement, social clauses for bidders, or innovation-focused criteria, which represents a missed opportunity for enhanced sustainability impact.

No explicit green, social (beyond service itself), or innovation criteria
