Original Tender Description

NHS England (NHSE) is procuring a contract with a single lead provider for the delivery of Specialised Pharmaceutical Logistics and Warehouse Services to support national vaccination and screening programmes across the NHSE portfolio. The service provider will be responsible for the end to end delivery and deployment of the supply chain network that underpins the commissioning and distribution of all vaccine types to front line destinations across all sectors, including Community Pharmacies, General Practices, Detained Estates, and a wide range of other healthcare settings- serving more than 11,000 locations nationwide. This procurement will replace the current contract and will build on the established performance, expertise, and operational capability developed through the COVID‑19 vaccination programme, which has successfully supported the administration of more than 150 million vaccines to date. Full details of the service requirements and specification are included within the ITT pack.

Tender Quality Score

This tender provides a clear service description and essential contract details, but suffers from critical omissions regarding evaluation criteria and potential tailoring of requirements, impacting fairness and transparency.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and no disputes or suspensions are noted. The missing reveal date is a minor transparency issue, but does not indicate a major legal non-compliance based on the provided information.

Missing reveal date
Clarity60/100

The service description and AI-extracted requirements are clear and understandable. However, the critical absence of explicit evaluation criteria in the provided summary significantly diminishes the overall clarity of the tender process.

Missing explicit evaluation criteria
Completeness65/100

Most basic information, including title, reference, organization, deadlines, value, and duration, is present. However, the lack of explicit evaluation criteria and detailed financial requirements in the provided summary represents significant gaps in completeness.

Missing explicit evaluation criteria
No explicit financial requirements stated in the provided summaries
Fairness45/100

The absence of explicit evaluation criteria is a major concern for fairness, as it hinders transparent assessment. The requirement to 'ideally building on experience from the COVID-19 vaccination programme' strongly suggests potential tailoring towards incumbent providers, limiting fair competition. The deadline, while not legally problematic, is tight for a complex, high-value contract.

Missing explicit evaluation criteria
Requirements potentially tailored to specific company (COVID-19 experience preference)
Practicality70/100

The contract start date and duration are clearly specified. Registration on the 'Health Family Single eCommercial System' implies electronic interaction and likely e-submission, despite an automated flag suggesting otherwise. The ambiguity around e-submission is a slight detractor.

Ambiguity regarding e-submission capabilities
Data Consistency70/100

While most key fields are populated and dates are logical, there are minor gaps such as missing codes for procedure type and an empty 'Liable Person' field. A notable inconsistency exists in the estimated value, stated in EUR in basic info but in GBP in a document summary, with a non-negligible difference.

Missing codes for procedure type
Inconsistency in estimated value currency/amount between main info and document summary
Sustainability50/100

The tender includes positive social aspects such as adherence to social value, Living Foundation Wage, and anti-modern slavery practices. However, it lacks explicit focus on green procurement or innovation, limiting its overall sustainability score.

No explicit green procurement focus
No explicit innovation focus

Strengths

Clear service description and scope
Estimated value and contract duration disclosed
CPV code provided and relevant
All tender documents are available
Includes social value and anti-slavery requirements

Concerns

Critical absence of explicit evaluation criteria
Potential tailoring of requirements (COVID-19 experience preference)
Inconsistency in estimated value currency/amount
Ambiguity regarding full e-submission capabilities
Limited focus on green procurement and innovation

Recommendations

1. Publish comprehensive and explicit evaluation criteria to ensure transparency and fairness.
2. Clarify the 'COVID-19 experience' requirement to avoid potential tailoring and encourage broader competition.
3. Address and rectify the inconsistency in the estimated value currency and amount.
