Original Tender Description

Kent Community Health NHS Foundation Trust (the “Authority”) is seeking to procure a laboratory service provider to support its Community and Special Care Dental Services. A dental laboratory (often referred to as a restorative laboratory) provides custom made dental appliances and restorations prescribed by dentists to restore, replace or support patients’ teeth and oral structures. These items are manufactured on an individual patient basis and are essential to the delivery of primary, community and special care dentistry within the NHS. Dental laboratories work to written prescriptions supplied by registered dental professionals and operate under UK regulatory, quality and medical device requirements. The Authority is a large NHS community healthcare provider serving a population of approximately 1.4 million across Kent and parts of Northeast London. The requirement supports dental services delivered to patients with complex health and social care needs, including special care dentistry, paediatric dentistry and dental services within secure and custodial settings. Dental services are provided from multiple community clinical sites, 1 secure school, HM Prison facilities, forensic units and mobile dental units. The service supports patients who are unable to access mainstream dental provision due to physical, psychological, medical or social factors. The Authority requires a collection and delivery service to all Community Dental Services listed in Kent and Northeast London. Royal Mail Special Delivery may be considered in some circumstances but must be agreed by the Authority. Service provision is anticipated to start 1st June 2026 for a 3 year period, with the option to extend by a further 24 months in 12 month tranches. Tenderers participating in procurements must register on the Central Digital Platform. Tenderers can submit their core supplier information and share this information with the Contracting Authority via the Central Digital Platform. It is free to use and will mean suppliers should no longer have to re-enter this information for each public procurement but simply ensure it is up to date and subsequently shared. The Central Digital Platform is available at https://www.gov.uk/find-tender. Tenderers are required to submit their core supplier information and share it with the Contracting Authority via the Central Digital Platform by the Deadline set out in Document 1 of the ITT Pack. Part 1 of this Supplier Information Questionnaire requires Tenderers to confirm that they have taken these steps. Full details are available on the Health Family Atamis Portal under Project Reference: C408569. If you are not registered, please do so via: https://atamis-1928.my.site.com/s/Welcome

Tender Quality Score

This tender provides a clear description of specialized dental laboratory services but is critically incomplete due to the absence of full tender documents and detailed evaluation criteria, hindering a comprehensive assessment and fair bidding process. The highly specific geographical and service requirements raise concerns about potential market restriction.

Score Breakdown

Legal Compliance100/100

The tender outlines standard registration processes for UK public procurement platforms. However, the absence of explicitly stated mandatory exclusion grounds in the provided text is a significant omission, as these are fundamental for legal compliance. The lack of full tender documents prevents a complete legal compliance check.

Absence of explicitly stated mandatory exclusion grounds in the provided text.
Lack of full tender documents (e.g., ITT Pack, contract terms) prevents a comprehensive legal compliance review.
Clarity40/100

The description of the service and the technical requirements are generally clear and well-defined, detailing the specialized nature of the work and the required logistical capabilities. However, the lack of specific details on 'Innovation Focus' and 'Social Criteria' reduces clarity regarding their assessment.

Lack of specific details on how 'Innovation Focus' and 'Social Criteria' will be evaluated or what specific requirements relate to them.
The phrase 'all Community Dental Services listed in Kent and Northeast London' implies a list that is not provided in the extract, creating ambiguity for bidders regarding the exact scope of delivery locations.
Completeness83/100

The provided information is severely incomplete due to the explicit absence of full tender documents (stated as 'DOCUMENTS (0 total)'). Crucial elements like detailed specifications, comprehensive evaluation criteria, financial requirements, and full contract terms are missing, making it impossible for a bidder to prepare a comprehensive and compliant offer.

No full tender documents (ITT Pack, detailed specifications, contract terms) are provided.
Missing detailed evaluation criteria for technical, financial, innovation, and social aspects.
Fairness60/100

The highly specific geographical delivery requirement ('all Community Dental Services listed in Kent and Northeast London') combined with the specialized nature of the patient population (complex needs, secure/custodial settings) could significantly limit the pool of eligible suppliers. Without detailed justification for these stringent requirements and clear evaluation criteria, there is a risk of inadvertently tailoring the tender to a limited number of incumbent or large providers.

Highly specific geographical and specialized service requirements may unduly restrict competition and could be perceived as tailoring to a limited market.
Absence of detailed evaluation criteria makes it impossible to assess the fairness of the award process.
Practicality40/100

The requirements for registration on multiple platforms are standard for UK NHS procurements. The service requirements themselves are practical for the Authority's needs, but the extensive logistical demands for collection and delivery across a wide, specific area are significant for potential suppliers.

The extensive collection and delivery service requirement across Kent and Northeast London presents a significant logistical challenge for bidders, potentially limiting participation to larger, established providers in the region.
Data Consistency100/100

Within the provided extract, the information appears generally consistent. The description aligns with the technical requirements. However, the NUTS code being 'N/A' is inconsistent with the detailed geographical requirements.

The NUTS code is listed as 'N/A' despite detailed geographical requirements for Kent and Northeast London, indicating a lack of specific regional classification.
Sustainability50/100

The tender explicitly mentions 'Social Criteria' as a characteristic, which is a positive step towards broader sustainability goals. However, the absence of specific requirements or evaluation methods for these criteria, and the lack of any mention of environmental or 'green' procurement aspects, indicates a missed opportunity for a more comprehensive sustainability approach.

Lack of specific requirements or evaluation criteria for 'Social Criteria' makes their impact unclear.
Absence of environmental or 'green' procurement criteria, representing a missed opportunity for broader sustainability.

Strengths

Clear description of the required specialized dental laboratory services.
Explicit mention of 'Innovation Focus' and 'Social Criteria' as procurement characteristics.
Clear eligibility and technical requirements related to UK regulatory compliance.
Well-defined contract duration and extension options.
Use of established UK public procurement platforms for registration and submission.

Concerns

Critical lack of full tender documents and detailed evaluation criteria, making a comprehensive assessment and fair bidding impossible.
Highly specific geographical and specialized service delivery requirements may unduly restrict competition and potentially indicate tailoring.
Absence of explicitly stated mandatory exclusion grounds and detailed financial requirements.
Lack of specific details on how 'Innovation Focus' and 'Social Criteria' will be assessed.
Missing NUTS code and explicit list of 'all Community Dental Services' for delivery locations.

Recommendations

1. Immediately publish the full tender documentation, including detailed specifications, comprehensive evaluation criteria (technical, financial, innovation, social), and contract terms.
2. Clearly define and justify the stringent geographical and specialized service requirements to ensure they are proportionate and do not unduly restrict competition.
3. Incorporate explicit mandatory exclusion grounds and clear financial submission and evaluation criteria.
