Tender Quality Score

This tender provides a clear description of the required works and scope but suffers from critical omissions regarding evaluation criteria and electronic submission, impacting fairness and overall quality. While basic information is well-defined, the lack of sustainability focus and document accessibility issues are notable concerns.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. However, the absence of explicit mandatory exclusion grounds in the provided summary is a notable gap, and the 'below threshold' classification for a £2M contract, while potentially compliant with specific local rules, warrants careful consideration.

No specific mandatory exclusion grounds detailed in the provided information.
Clarity60/100

The description of the works, scope, and performance conditions (e.g., 2,100 adaptations annually, 7-day target) is very clear and unambiguous. The AI-extracted requirements are also well-defined. However, the critical absence of specified evaluation criteria significantly hinders bidder understanding of how proposals will be assessed.

No evaluation criteria specified.
Completeness65/100

Most basic information, including title, reference, organization, value, duration, and location, is present. Requirements are listed. However, the tender is incomplete due to the missing evaluation criteria and the failed download of the 'OCDS Release Package' document, which limits full access to information.

Missing evaluation criteria.
Failed download for 'OCDS Release Package' document.
Fairness55/100

The tender's fairness is significantly compromised by the complete absence of evaluation criteria, which prevents objective and transparent assessment. The lack of electronic submission and the failed document download also create barriers to equal access. The 'single provider' requirement for a contract of this size, while not explicitly tailored, could limit competition from smaller entities.

Missing evaluation criteria.
No electronic submission (e-submission) supported.
Practicality60/100

The contract start date and duration are clearly specified, which is practical for planning. However, the lack of electronic submission is a significant practical impediment in modern procurement. The failed download of a key document also impacts the practical accessibility of tender information.

No electronic submission (e-submission) supported.
Failed download for 'OCDS Release Package' document.
Data Consistency80/100

The data is largely consistent, with logical dates and no reported disputes or suspensions. Most key fields are populated. Minor inconsistencies include empty 'Liable Person' and 'Code' fields, a missing reveal date, and a slight ambiguity in the description regarding the exact contract value ('just below' £2M).

Empty 'Liable Person' field.
Empty 'Code' fields for Type and Procedure.
Sustainability20/100

The tender shows a clear lack of focus on sustainability, as it does not include any explicit green procurement, social criteria, or innovation aspects. This represents a missed opportunity to leverage public spending for broader societal and environmental benefits.

Not green procurement.
No social criteria.

Strengths

Concerns
