Tender Quality Score

This is a well-structured preliminary market engagement (PME) notice, clearly outlining its purpose and high-level requirements for a Land Referencing and Due Diligence Platform. While transparent about what is not yet defined, it lacks specific submission instructions and sustainability considerations.

Score Breakdown

Legal Compliance80/100

The tender clearly defines itself as a preliminary market engagement, not a formal procurement, which appropriately sets expectations for legal compliance. CPV codes are relevant, and there are no disputes. The explicit statement that formal exclusion and financial grounds are not applicable at this stage demonstrates transparency. The 28-day response period is reasonable for a PME. The 'missing reveal date' is a minor transparency issue.

Missing reveal date
Clarity90/100

The description of the PME's purpose and the high-level requirements for the platform are exceptionally clear and unambiguous. The AI-extracted requirements are well-defined for this preliminary stage, making it easy for potential providers to understand what is being sought. The explicit mention of what is not yet applicable (e.g., evaluation criteria) further enhances clarity.

Completeness80/100

The notice is largely complete for a preliminary market engagement, providing all essential basic information, estimated value, duration, and high-level technical requirements. The availability of supporting documents is a strength. However, the absence of specific instructions on how to submit responses (e.g., email address, portal link) slightly reduces overall completeness.

Missing specific instructions on how to submit responses
Fairness70/100

The tender demonstrates fairness by disclosing the estimated value and presenting generic, functional requirements that do not appear tailored to a specific company. The PME approach itself promotes fair market engagement. However, the flagged absence of a formal e-submission platform could potentially create an uneven playing field or reduce transparency in the response process.

Lack of a formal e-submission platform for responses
Practicality65/100

Key practical details like contract start date and duration are clearly specified. The primary practical concern is the lack of a formal electronic submission method, which could make the response process less efficient or standardized for suppliers. No explicit document URL is provided, though documents are listed as available.

No formal e-submission method specified
No explicit document URL provided
Data Consistency95/100

All provided data fields are consistently populated, and there are no apparent contradictions or disputes. Dates are logical, and the information across the basic details, description, and AI-extracted requirements is coherent.

Sustainability30/100

The tender does not include any explicit green procurement, social aspects, or innovation focus beyond the inherent nature of a new platform. This represents a missed opportunity to integrate broader sustainability goals into the procurement process.

No green procurement criteria
No social aspects mentioned

Strengths

Clear purpose and high-level requirements for the preliminary market engagement.
Transparency regarding what is (and isn't) defined at this preliminary stage.
Good market engagement practice for a complex solution.
Estimated value and contract duration are clearly specified.
High data consistency across all provided information.

Concerns

Lack of a formal e-submission platform for responses.
Absence of any sustainability (green, social, innovation) criteria.
Missing specific instructions on how to submit responses (e.g., email address, portal link).
Missing reveal date for the notice.

Recommendations

1. Specify the exact method for submitting responses (e.g., dedicated email address, online portal) to enhance fairness and practicality.
2. Consider incorporating sustainability criteria (e.g., energy efficiency of the platform, data center practices, social impact) in future formal tenders.
3. Ensure all future formal tender notices include a clear reveal date for full transparency.
