Tender Quality Score

This tender notice provides basic administrative details but is critically lacking in substantive content, making a comprehensive assessment of the actual tender documentation impossible. The provided information is insufficient for potential bidders to prepare a meaningful offer.

Score Breakdown

Legal Compliance100/100

The tender outlines a competitive procedure with negotiation and mentions mandatory exclusion grounds, which aligns with procurement principles. However, the undisclosed estimated value and absence of specific financial requirements in the provided summary could raise transparency concerns and potentially hinder fair competition if not adequately addressed in the full tender documents.

Clarity40/100

Instructions for tender submission and communication channels are clearly defined. However, the actual service requirements are extremely vague, stating only 'capable of providing managed laundry services' without any detail on scope, volume, quality standards, or locations, which severely impacts clarity for potential bidders.

Completeness75/100

The provided information is severely incomplete. Crucially, no actual tender documents are attached or available for analysis. Key elements such as the estimated value, specific financial requirements, detailed technical specifications, and evaluation criteria are missing, rendering the notice more of an advertisement than a comprehensive tender package.

Fairness60/100

The lack of detailed requirements, undisclosed estimated value, and absence of specific financial criteria create an environment where bidders cannot adequately assess the opportunity or prepare a competitive and informed offer. This significant information asymmetry could undermine fairness and deter potential qualified suppliers.

Practicality40/100

The electronic submission and communication requirements are practical and efficient. However, the extreme lack of detail regarding the services required makes it highly impractical for any bidder to formulate a realistic and competitive proposal based solely on the information provided.

Data Consistency100/100

The stated contract duration (5 years + 24 months + 12 months + 12 months) consistently calculates to 108 months, matching the 'Contract Duration' field. The service descriptions are also consistent. Within the limited data provided, consistency is maintained.

Sustainability0/100

There is no mention of any environmental, social, or ethical considerations, or 'green procurement' criteria in the provided tender information. This indicates a missed opportunity to integrate sustainability aspects into the procurement process.

Strengths

Clear instructions for electronic submission and communication channels.
Mandatory exclusion grounds are mentioned.
Competitive procedure with negotiation is an appropriate choice for complex services.
Contract duration calculation is consistent.

Concerns

Absence of actual tender documents and detailed specifications.
Undisclosed estimated contract value.
Lack of specific financial requirements for bidders.
Vague technical and eligibility requirements ('capable of providing...').
Missing evaluation criteria and sustainability considerations.

Recommendations

1. Publish comprehensive tender documents with detailed specifications, scope of services, and performance indicators.
2. Disclose the estimated contract value to enhance transparency and aid bidder decision-making.
3. Clearly define specific financial and technical capability requirements, including explicit criteria and required evidence.
