Tender Quality Score

Overall, this tender has a clear purpose and strong social focus, but its quality is significantly undermined by critical omissions in evaluation criteria, an incorrect document link, and the lack of e-submission.

Score Breakdown

Legal Compliance70/100

The procedure type and CPV code are appropriate. However, the AI summary indicates that mandatory exclusion grounds are not detailed, requiring consultation of the full ITT. More critically, one of the listed tender documents (Document 1) appears to be entirely unrelated to this tender, which is a significant issue regarding the integrity of the published tender documentation.

Unrelated document linked (Document 1)
Missing codes for procedure type
Clarity60/100

The program description and the role of District Leads are clearly articulated. Eligibility, technical, and submission requirements are also clear. However, the AI summary explicitly states that evaluation criteria are missing, which is a major deficiency for bidders to understand how their proposals will be assessed. Financial requirements are also not detailed in the summary.

No evaluation criteria specified
Financial requirements not detailed in summary
Completeness55/100

Basic information, value, duration, and location are provided. However, the AI summary indicates that mandatory exclusion grounds and financial requirements are not detailed. Crucially, the absence of specified evaluation criteria is a significant gap. The inclusion of an entirely unrelated document (Document 1) also points to issues with the completeness and accuracy of the document set presented.

No evaluation criteria specified
Mandatory exclusion grounds and financial requirements not detailed in summary
Fairness50/100

The tender is divided into parts, allowing providers to bid for specific districts, which promotes broader participation. Requirements appear generic and not tailored. However, the critical absence of specified evaluation criteria severely impacts transparency and fairness, as bidders cannot objectively prepare their proposals or understand the basis of selection. The lack of e-submission also presents a barrier to equal access.

No evaluation criteria specified
No e-submission
Practicality60/100

Key practical details such as contract start date, duration, and funding source are clearly provided. However, the automated check indicates that electronic submission is not supported, which is a significant practical drawback in modern procurement and can hinder participation.

No electronic submission supported
Data Consistency40/100

Most key fields are populated, and dates are logical. However, minor inconsistencies include missing codes for procedure type and 'Liable Person.' The most significant issue is the presence of Document 1, which is completely unrelated to this tender, indicating a severe data integrity problem in the document linking or summarization process. The 'Value Classified: Yes' also contradicts the explicit value disclosure.

Unrelated document linked (Document 1)
Missing codes for procedure type
Sustainability70/100

While the tender does not explicitly include green procurement or innovation criteria, its core purpose is to deliver holiday activities and food to children eligible for Free School Meals. This directly addresses significant social aspects and needs within the community, making it inherently a socially responsible procurement.

No explicit green procurement or innovation focus
