Tender Quality Score

This tender for communications materials for Natural England's Protected Site Strategies program suffers from critical deficiencies, including inaccessible key documents and a complete absence of evaluation criteria, severely impacting its fairness and practicality for potential bidders.

Score Breakdown

Legal Compliance40/100

Legal compliance is significantly compromised by the inaccessibility of critical tender documents such as the 'Tender Notice' and 'Request for Quotation'. The absence of explicitly stated mandatory exclusion grounds also presents a compliance gap. While the procedure type and CPV code are clear, these document access issues are fundamental.

Critical tender documents are inaccessible ('Page not found' or 'Download failed')
No specific mandatory exclusion grounds are explicitly stated
Clarity60/100

The description of the required services and the AI-extracted technical requirements are reasonably clear. However, the complete absence of evaluation criteria is a major clarity issue, as bidders cannot understand how their proposals will be assessed, making it difficult to prepare a targeted bid.

Evaluation criteria are entirely missing
Completeness55/100

While basic information like title, reference, organization, value, and deadlines are provided, the tender is incomplete due to the inaccessibility of several key documents. Furthermore, the explicit lack of evaluation criteria and the undefined 'Divided into Parts' characteristic significantly reduce its completeness.

Critical tender documents are inaccessible
Evaluation criteria are entirely missing
Fairness45/100

Fairness is severely undermined by the inability to access critical tender documents, which prevents equal access to information for all bidders. The complete absence of evaluation criteria also makes the assessment process non-transparent and potentially subjective. The lack of e-submission further limits equal access.

Critical tender documents are inaccessible
Evaluation criteria are entirely missing
Practicality40/100

The practicality of this tender is very low due to the critical issue of inaccessible documents, which makes it impossible for bidders to fully understand and prepare a submission. The lack of electronic submission also adds a practical barrier, though the contract start date and duration are clearly specified.

Critical tender documents are inaccessible ('Page not found' or 'Download failed')
Electronic submission is not supported
Data Consistency85/100

Most key fields are populated, and dates (submission deadline, contract start, duration) are logical and consistent. There are no reported disputes or suspensions. The mention of 'Divided into Parts' without further detail is a minor inconsistency, but overall, the available data is consistent.

Characteristic 'Divided into Parts' is stated but not detailed
Sustainability40/100

While the subject matter of the tender (Protected Site Strategies) is inherently environmental, the tender documentation itself does not include specific green procurement criteria, social aspects, or an innovation focus in its requirements or evaluation, thus not actively promoting sustainability through the procurement process.

No specific green procurement criteria
No social criteria

Strengths

Clear description of the required services
Estimated value, duration, and contract start date are specified
CPV code is appropriately assigned
No disputes or suspensions reported
Core data points are largely consistent

Concerns

Critical tender documents (Tender Notice, Request for Quotation) are inaccessible
Evaluation criteria are entirely missing, hindering fair assessment of bids
No explicit mandatory exclusion grounds are stated
Electronic submission is not supported
Lack of specific green, social, or innovation criteria in the procurement process

Recommendations

1. Ensure all tender documents are fully accessible and functional for bidders.
2. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness.
3. Implement electronic submission capabilities to enhance accessibility and efficiency.
