Original Tender Description

4950.AM.GM Laser Wire Directed Energy Deposition (Lw-DED) System The University of Sheffield wishes to invite tenders for a Laser Wire Directed Energy Deposition (Lw-DED) System on behalf of the Advanced Manufacturing Research Centre, North West. Scope of Requirement The proposed investment in a laser wire Directed Energy Deposition (Lw-DED) system would represent a complementary capability, rather than a duplication of existing infrastructure. A laser wire DED platform would enable lower heat input compared with wire-arc systems, improved dimensional accuracy, precise repair applications and wide range of material processing capability, including refractory materials. The addition of a Lw-DED system would significantly enhance AMRC’s additive manufacturing capability by enabling coverage across the full spectrum of DED processes, from high deposition rate applications to highly-controlled, precise deposition. This would strengthen the AMRC ability to support process development and accelerate the industrial adoption of DED technologies. Tender Process and Documentation: This procurement is an open procedure conducted in accordance with the Procurement Act 2023. The ITT can be downloaded by registering and expressing your interest on the University`s e-tendering system https://in-tendhost.co.uk/Sheffield If you have any questions or comments in relation to this tender they must be submitted via the In-tend System, this can be accessed at https://in-tendhost.co.uk/Sheffield Completed tenders must be returned through the same e-tendering system. Closing date for receipt of tenders: Monday February 16, 2026 at 12 noon (UK time).

Tender Quality Score

This tender for a Laser Wire Directed Energy Deposition (Lw-DED) System is well-structured regarding basic information and e-procurement, but critically lacks explicit evaluation criteria and detailed eligibility/financial requirements in the provided snippets, impacting clarity and fairness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure as 'Open procedure' and states compliance with the 'Procurement Act 2023,' which is appropriate for a UK entity. The CPV code is relevant, and no disputes are noted. While specific mandatory exclusion and eligibility grounds are not detailed in the provided snippets, bidders are directed to the full ITT, implying their existence in the complete documentation. The 25-day submission period is reasonable.

Lack of explicit detail on mandatory exclusion and eligibility grounds in the provided snippets.
Clarity55/100

The description of the Lw-DED system and its technical requirements is clear and well-articulated, outlining the desired capabilities and strategic purpose. However, the complete absence of specified evaluation criteria is a significant clarity deficiency, making it difficult for bidders to understand how their proposals will be assessed. Explicit financial and eligibility requirements are also noted as missing from the snippets.

No evaluation criteria specified.
Eligibility and financial requirements not explicitly detailed in snippets.
Completeness65/100

Basic information such as title, reference, organization, estimated value, contract duration, and start date are all clearly provided. The tender also lists 5 associated documents. However, the critical omission of evaluation criteria, along with the lack of explicit details for mandatory exclusion, eligibility, and financial requirements in the provided snippets, significantly reduces the overall completeness for a comprehensive tender overview.

Missing evaluation criteria.
Explicit details for mandatory exclusion, eligibility, and financial requirements are not provided in the snippets.
Fairness55/100

The tender promotes fairness through the use of an e-tendering system for document access, questions, and submission, ensuring equal access. The estimated value is disclosed, and the technical requirements appear functional rather than tailored. However, the complete absence of evaluation criteria is a major concern for fairness and transparency, as it introduces subjectivity into the assessment process and prevents bidders from optimizing their proposals effectively.

No evaluation criteria specified, which compromises transparency and objectivity in evaluation.
Practicality90/100

This tender demonstrates strong practicality. It fully supports electronic submission via a dedicated e-tendering system, provides a clear URL for access, and specifies the contract start date and duration. Financing information (estimated value) is also available. These elements streamline the bidding process for potential suppliers.

Data Consistency90/100

The provided data is highly consistent and logical across all fields. Key information such as title, reference, organization, deadlines, and financial details are populated without contradictions. There are no reported disputes or suspensions, and dates are logically ordered.

Sustainability45/100

The tender does not explicitly incorporate green procurement, social aspects, or specific innovation criteria for bidders. While the procurement of an Lw-DED system itself contributes to advanced manufacturing and technological development, which has an inherent innovation aspect for the AMRC's purpose, these are not framed as sustainability requirements for the tender responses. It is not indicated as EU-funded.

No explicit green procurement or social criteria.
Innovation focus is on the technology's purpose, not as a specific tender requirement for bidders.

Strengths

Clear description of the required system and its strategic purpose.
Efficient e-tendering system for all interactions.
Transparent disclosure of estimated value and key timelines.
Technical requirements are specific and outcome-oriented.

Concerns

Critical absence of explicit evaluation criteria.
Lack of detailed eligibility and financial requirements in the provided snippets.
No explicit integration of green or social procurement criteria.
Missing mandatory exclusion grounds in the provided snippets.

Recommendations

1. Publish comprehensive evaluation criteria, including weighting, to ensure transparency and fairness.
2. Ensure the full ITT explicitly details all eligibility, financial, and mandatory exclusion grounds.
3. Consider integrating sustainability criteria (e.g., energy efficiency, lifecycle costs, social impact) into future tenders.
