Tender Quality Score

This tender establishes a Dynamic Purchasing System (DPS) for special school placements, offering flexibility and continuous market access. However, the provided information is severely incomplete, lacking crucial documentation and essential details for bidders.

Score Breakdown

Legal Compliance100/100

The tender's classification as 'Restricted' procedure contradicts the described open nature of a DPS, which could raise legal clarity issues. The absence of detailed mandatory exclusion grounds and financial requirements in the provided extract is a significant concern for legal compliance and transparency.

Inconsistency between 'Restricted' procedure type and open DPS description
Lack of detailed mandatory exclusion grounds in the provided extract
Clarity40/100

While the overall purpose of the DPS is clear, the lack of comprehensive documentation, specific eligibility criteria beyond basic type, and evaluation criteria significantly diminishes the clarity for potential bidders. The absence of a NUTS code also reduces geographical clarity.

Missing comprehensive tender documents
Absence of specific evaluation criteria
Completeness83/100

The provided tender information is critically incomplete. The explicit mention of 'No documents attached' and 'No document content available,' alongside the absence of mandatory exclusion grounds, financial requirements, and evaluation criteria, makes it impossible for bidders to fully understand the requirements.

No documents attached or available
Missing mandatory exclusion grounds
Fairness80/100

The absence of evaluation criteria is a major fairness concern, as bidders cannot understand how their applications will be assessed. The requirement to use a specific third-party system (adam Procure) could present a barrier to entry for some suppliers if not adequately supported or if it incurs unforeseen costs.

Absence of evaluation criteria impacting fair assessment
Requirement to use a specific third-party system (adam Procure) potentially creating barriers
Practicality40/100

The DPS model itself is practical for managing ongoing placement needs. The use of a dedicated web-based system (adam Procure) can streamline the application and management process, assuming it is user-friendly and well-supported. However, the lack of full documentation hinders assessing the practicality of the application process.

Data Consistency100/100

There is a notable inconsistency between the tender's classification as 'Restricted' procedure and the description of an 'open' DPS allowing continuous applications. This could confuse potential bidders regarding the actual procurement process.

Inconsistency between 'Restricted' procedure type and 'open' DPS description
Sustainability0/100

The tender information does not include any specific requirements or considerations related to green procurement, social criteria, or innovation. This represents a missed opportunity to leverage public procurement for broader sustainability goals.

No mention of green procurement criteria
No mention of social criteria

Strengths

Utilizes a Dynamic Purchasing System (DPS) for flexibility and continuous market access
Clear description of the service required (NMISS placements for CYP with EHC Plans)
Long contract duration (60 months) and open application window (until 2028) provide stability
Estimated value of the DPS is disclosed

Concerns

Severe lack of comprehensive tender documentation and content
Absence of essential details such as mandatory exclusion grounds, financial requirements, and evaluation criteria
Inconsistency between the 'Restricted' procedure type and the described open nature of the DPS
Requirement to use a specific third-party system (adam Procure) potentially creating market access barriers
Lack of sustainability, social, and innovation criteria

Recommendations

1. Publish comprehensive tender documents detailing all mandatory exclusion grounds, financial requirements, and clear evaluation criteria.
2. Clarify the 'Restricted' procedure type to align with the described open nature of the DPS, or explain the two-stage process if applicable.
3. Provide clear guidance and support for the 'adam Procure' system, including any costs or technical requirements for bidders.
