Original Tender Description

This CFP procurement will consist of two separate stages Stage 1 - PSQ (conditions of participation) Stage 2 - ITT Responses (CPQ Responses) to this selection questionnaire (CPQ) will be used in the first step of selecting suitably qualified and experienced consultants (Participants) to be invited to tender. It is intended that the Client will shortlist a maximum of 5 Participants per Lot, to be invited to submit tenders / initial tenders in line with section 20(4)(a) of the Act. Those bidders will have met all requirements including the pass / fail questions and be in the top 5 after LiveWest have evaluated the scored submissions. Only those bidders will be shortlisted for stage 2 (ITT). In the event that Participants score within 1 point of the 5th highest scoring Participant, LiveWest Homes Limited reserves the right to shortlist all additional Participants who have passed all 'pass / fail' requirements and are within 1 mark of the 5th highest scoring Participant. In the event that LiveWest Homes Limited exercises this discretion, it will notify all Participants in writing of the number of Participants to be shortlisted.

Tender Quality Score

This tender clearly outlines a two-stage procurement process but suffers from critical missing evaluation criteria and a lack of e-submission, impacting transparency and practicality. It also misses opportunities for sustainability integration.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are clear and appropriate, and the PSQ stage deadline is reasonable. However, the explicit flag 'No evaluation criteria specified' and the lack of detailed mandatory exclusion grounds or financial requirements in the AI-extracted summary are significant concerns regarding full legal compliance and transparency. A minor detail is the missing procedure code.

No evaluation criteria specified
Lack of detailed mandatory exclusion grounds in summary
Clarity60/100

The two-stage procurement process and shortlisting mechanism are clearly described. However, the critical absence of specified evaluation criteria for the 'scored submissions' is a major deficiency, making it difficult for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness65/100

Basic information, financial details, and timeline are well-defined. However, the tender lacks explicit financial requirements, detailed mandatory exclusion grounds, and, most critically, the full evaluation criteria. The provided documents are administrative, not the comprehensive tender specification.

No evaluation criteria specified
Missing detailed financial requirements
Fairness55/100

The estimated value is disclosed, and the PSQ submission deadline is reasonable. Nevertheless, the absence of specified evaluation criteria severely compromises transparency and equal opportunity for bidders. The lack of e-submission also creates an unnecessary barrier to access.

No evaluation criteria specified
No e-submission
Practicality50/100

The contract start date and duration are clearly stated. However, the absence of electronic submission capabilities is a significant practical drawback in modern procurement. An explicit document URL is also not provided in the summary.

No e-submission
Document URL not explicitly provided
Data Consistency85/100

Key fields are largely populated, and dates are logical and consistent. Minor inconsistencies include missing codes for the procedure type and an empty 'Liable Person' field. No disputes or suspensions are reported.

Missing procedure type code
Empty 'Liable Person' field
Sustainability20/100

The tender does not incorporate any explicit green, social, or innovation criteria, nor is it EU-funded, representing a missed opportunity to promote sustainable procurement practices.

Not green procurement
No social criteria

Strengths

Clear description of the two-stage procurement process
Value, duration, and key timeline elements are specified
CPV code is appropriate, and no disputes are reported
Requirements, though incomplete, are clearly articulated where present

Concerns

Absence of specified evaluation criteria for the PSQ stage
Lack of electronic submission capabilities
No explicit mention of mandatory exclusion grounds or detailed financial requirements in the summary
No integration of green, social, or innovation sustainability criteria
The full tender specification document (PSQ) is not explicitly provided or summarized beyond administrative documents

Recommendations

1. Publish comprehensive evaluation criteria for the PSQ stage to ensure transparency and fairness.
2. Implement electronic submission for improved accessibility and efficiency.
3. Integrate sustainability criteria (environmental, social, innovation) into future tenders.
