Tender Quality Score

This tender demonstrates good clarity in its scope and sustainability focus but is significantly hampered by critical omissions such as evaluation criteria, inconsistent financial data, and a lack of e-submission, impacting its overall quality and fairness.

Score Breakdown

Legal Compliance65/100

The procedure type and CPV code are clearly defined, and there are no reported disputes. However, the critical absence of specified evaluation criteria is a significant legal compliance concern, as it undermines transparency and fair competition. The 'missing reveal date' also impacts full disclosure.

Missing evaluation criteria
Missing reveal date
Clarity55/100

The description of the contract scope and division into lots is clear. However, the critical absence of evaluation criteria makes it difficult for bidders to understand how their proposals will be assessed. Furthermore, the discrepancy in estimated value and currency between the basic information and a document summary introduces ambiguity.

No evaluation criteria specified
Inconsistent estimated value/currency
Completeness60/100

Basic information, financial details, duration, and location are largely provided. However, the tender is critically incomplete due to the absence of specified evaluation criteria. The discrepancy in the estimated value and currency also indicates a lack of complete and consistent financial information. The 'Liable Person' field is also empty.

Missing evaluation criteria
Inconsistent estimated value/currency
Fairness50/100

The tender discloses the estimated value (though inconsistently) and divides the contract into lots, which can promote broader participation. Requirements appear generic. However, the critical absence of evaluation criteria severely compromises fairness and transparency in the assessment process. The lack of e-submission also creates potential barriers to equal access for all bidders.

No evaluation criteria specified
No e-submission
Practicality60/100

The contract start date and duration are clearly specified. However, the absence of electronic submission capabilities is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No e-submission
Data Consistency60/100

Dates are logical and consistent, and there are no reported disputes or suspensions. However, there is a significant inconsistency in the estimated value and currency reported in different parts of the tender. Additionally, the 'Liable Person' field is empty, and codes for 'Type' and 'Procedure' are missing.

Inconsistent estimated value/currency
Liable Person not specified
Sustainability65/100

The tender explicitly incorporates environmental considerations by requiring equipment that delivers benefits in terms of carbon footprint and energy consumption. However, it lacks explicit mention of social criteria or an innovation focus, limiting its overall sustainability ambition.

No explicit social criteria
No explicit innovation focus

Strengths

Clear description of the contract scope and division into 5 lots
Explicit inclusion of environmental sustainability aspects (carbon footprint, energy consumption)
Basic information (title, reference, organization, CPV, NUTS, duration, contract start) is provided
Value is disclosed (though inconsistently)
No reported disputes or suspensions

Concerns

Critical absence of specified evaluation criteria
Inconsistent estimated value and currency between different tender sections
Lack of electronic submission (e-submission)
'Liable Person' field is empty, and procedure codes are missing
No explicit social criteria or innovation focus

Recommendations

1. Immediately publish clear and objective evaluation criteria to ensure transparency and fairness.
2. Rectify the inconsistency in the estimated contract value and currency across all tender documents.
3. Implement an electronic submission platform to enhance practicality and equal access for bidders.
