Original Tender Description

The LGA will engage contractors selected under this brief to support those councils identified or self-identified as being in need of specialist support. These may include, for example, councils that have identified particular financial challenges or risks that they need to manage or overcome, or that may lack financial strategic or technical capacity. There is a need to work with these councils to design strategic financial advice and support to those councils and, in many cases, to provide that support. This work requires specialist financial experience and skills, and the credibility to work with senior stakeholders within local authorities.

Tender Quality Score

This tender has a clear purpose and defined technical requirements but suffers from critical omissions regarding evaluation criteria, e-submission, and comprehensive sustainability considerations, impacting fairness and clarity.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are clear. However, the missing reveal date and the lack of explicit mandatory exclusion grounds in the summaries reduce transparency and adherence to best practices. The submission period from today's date is reasonable for a below-threshold tender.

Missing reveal date
No explicit mandatory exclusion grounds mentioned in summaries
Clarity50/100

The service description and technical requirements are clear and understandable. However, the critical absence of specified evaluation criteria significantly hinders bidders' ability to understand how their proposals will be judged, making the tender less clear.

Missing evaluation criteria
Completeness55/100

While basic information like title, reference, organization, value, duration, and location are provided, the tender is incomplete due to the crucial absence of evaluation criteria and a lack of explicit financial requirements beyond eligibility.

Missing evaluation criteria
No explicit financial requirements (beyond eligibility)
Fairness45/100

The absence of evaluation criteria and the lack of electronic submission are significant barriers to transparency and equal access for potential bidders. While the SME/VCSE eligibility is a policy choice, these omissions severely impact the fairness of the process.

Missing evaluation criteria
No e-submission
Practicality50/100

The lack of electronic submission is a major practical drawback in modern procurement, hindering efficiency and accessibility. Other practical details like contract start date, duration, and estimated value are clearly specified.

No e-submission
Data Consistency80/100

The core data fields are largely consistent and logical, with no disputes or suspensions. Minor inconsistencies include empty 'Liable Person' and 'Code' fields, and some ambiguity regarding the 'Value Classified' status despite the value being disclosed.

Empty 'Liable Person' and 'Code' fields

The tender explicitly lacks criteria related to green procurement, social aspects (beyond general VCSE eligibility), and innovation focus. This represents a significant gap in alignment with modern sustainable procurement practices.

No explicit social criteria (beyond VCSE eligibility)
