Original Tender Description

On 7th July 2026 the NAM will open a temporary exhibition entitled 'Drawn on the Western Front: Paul Sarrut and the Indian Army'. The exhibition showcases the drawings of Paul Sarrut, an artist and French liaison officer to the British Army. Sarrut's poignant drawings from the Western Front in the First World War particularly showcased the contribution of Indian soldiers who fought for us and made the arduous journey from Lahore to Marseille and onto the Western Front. The exhibition will be in our smaller focus gallery. The exhibition will run from 7th July 2026 to 21st February 2027 in the 150 sq metre Focus Gallery. A contractor is sought to manufacture and install the gallery structures that constitute all build elements of the Paul Sarrut exhibition, including decorating throughout with the exception of the floor and ceiling. The contractor is also responsible for the removal of the previous Burma gallery.

This tender for exhibition build elements is severely incomplete due to the absence of any tender documents, leading to significant concerns regarding clarity, completeness, and fairness of the procurement process.

Score Breakdown

Legal Compliance100/100

While a below-threshold procedure has fewer strict legal requirements, the complete absence of explicit mandatory exclusion grounds, eligibility requirements, and evaluation criteria deviates significantly from best practice for transparent and fair public procurement.

No explicit mandatory exclusion grounds
No explicit eligibility requirements
Clarity40/100

The project description is clear regarding the exhibition's theme and overall scope. However, the technical requirements are presented at a very high level without any detailed specifications, design briefs, material requirements, or quality standards, making it difficult for bidders to understand exact expectations.

Lack of detailed technical specifications
No design brief
Completeness83/100

The tender is critically incomplete due to the absence of any attached documents. Essential elements such as detailed technical specifications, terms of reference, contract terms, and comprehensive evaluation criteria are entirely missing.

No tender documents provided
Missing detailed technical specifications
Fairness60/100

The severe lack of detailed specifications and, crucially, the absence of explicit evaluation criteria create a high risk of subjective assessment and potential for unfair treatment among bidders. This could inadvertently favor bidders with prior knowledge or existing relationships.

Absence of clear evaluation criteria
Lack of detailed specifications
Practicality40/100

The overall scope of work and timeline are potentially practical if detailed specifications are provided promptly. However, the current lack of detail makes it highly impractical for potential bidders to formulate accurate and competitive proposals, including realistic costings and timelines.

Impractical for bidders to formulate accurate proposals without detailed specifications
Tight execution timeline given the current lack of detail
Data Consistency100/100

The provided basic information and extracted requirements are internally consistent regarding project scope, dates, and estimated value.

Sustainability0/100
