This is a new provision, and employees' subscriptions will initially be fully funded by the Authority. Should employees wish to add dependents to any potential scheme, the employee will be responsible for additional costs. The broad aims of provision of the additional health benefit are to: • Give staff easy and quick access to primary health care, diagnostics and treatment. • Provide additional level of mental health support and reassurance for all staff. • Reduce sickness absence costs, increase focus and productivity of employees. • Improve staff retention, attract and retain talents. • Improve the culture and make staff feel valued and supported in the workplace. • Give staff further access to free webinars and/or wellbeing-related toolkits. • Provide quality assured information and advice about health and wellbeing. • Make a positive impact on employee’s stress levels, wellbeing and overall standard of living. • Maximise the health, well-being and efficiency of its members. • Increase employee engagement and satisfaction. While the successful provider may offer cash plans as an optional enhancement for employees to supplement, the core contract will not be based on a cash plan model or a private medical insurer. Tender Quality Score

This tender for a Health Benefit by Mid and West Wales Fire and Rescue Authority clearly outlines the service's aims and technical requirements but is significantly hampered by critical omissions such as evaluation criteria and mandatory exclusion grounds, alongside a lack of e-submission. The specific service model required may also unduly restrict competition.

Score Breakdown

Legal Compliance60/100

The tender clearly defines the procedure type and CPV codes. However, the absence of a reveal date, the lack of explicit mandatory exclusion grounds in the summary, and critically, the missing evaluation criteria are significant legal compliance issues under national procurement regulations.

Missing reveal date
No explicit mandatory exclusion grounds in summary
Clarity65/100

The description of the service, its aims, and the AI-extracted technical requirements are generally clear and unambiguous. However, the critical absence of evaluation criteria makes it unclear how proposals will be assessed. Furthermore, marking essential documents like 'Technical Specifications' (L-9) and 'Tender Conditions' (L-1) as 'Required: No' introduces significant ambiguity regarding what bidders are truly expected to review and comply with.

No evaluation criteria specified
Key documents (L-1, L-9) marked as 'Required: No'
Completeness60/100

Basic information, financial details, and timeline are largely complete. Requirements are detailed via AI extraction. However, the tender is incomplete due to the missing evaluation criteria and the absence of a reveal date. The fact that crucial documents like the Contract Template (L-3) and Technical Specifications (L-9) are not marked as mandatory for bidders also indicates a potential gap in the completeness of the required submission package.

No evaluation criteria specified
Missing reveal date
Fairness55/100

The estimated value is disclosed, and the submission period (32 days from today) is reasonable, assuming timely publication. However, the absence of evaluation criteria severely compromises fairness, as bidders cannot understand the basis of assessment. The lack of e-submission creates an unequal playing field compared to modern, accessible procurement systems. The specific exclusion of 'cash plan model or a private medical insurer' for the core service, while clear, significantly restricts the market and could be perceived as potentially tailoring the tender, thus limiting competition.

No evaluation criteria specified
No e-submission
Practicality60/100

The contract start date and duration are clearly specified, and financing information is available. However, the absence of electronic submission is a significant practical impediment for bidders in a modern procurement environment, increasing administrative burden and potential for errors.

No e-submission
Data Consistency85/100

The tender generally exhibits good data consistency, with logical dates and populated key fields. Minor inconsistencies include the empty 'Liable Person' field and missing procedure codes. No disputes or suspensions are reported.

Empty 'Liable Person' field
Missing procedure codes (Type/Procedure)
Sustainability70/100

The tender's core objective is to provide a health benefit aimed at improving staff well-being, mental health, and overall standard of living, which are strong social sustainability aspects. However, it explicitly lacks green procurement criteria and an innovation focus, and is not EU funded.

Not green procurement
No innovation focus

Strengths

Clear description of service aims and technical requirements
Estimated value, duration, and contract start date are specified
Strong focus on social well-being for employees
Open procedure type and CPV code are clearly defined
Documents are available, though not all are marked as required

Concerns

Absence of evaluation criteria is a critical flaw impacting legal compliance, clarity, and fairness
Lack of e-submission hinders practicality and equal access
Key tender documents (e.g., Technical Specifications, Contract Template) are not marked as mandatory for bidders
Specific exclusion of 'private medical insurer or a cash plan model' for the core service may limit competition
Missing reveal date and explicit mandatory exclusion grounds

Recommendations

1. Immediately publish clear and objective evaluation criteria to ensure transparency and fairness.
2. Mandate all essential tender documents (e.g., Technical Specifications, Contract Template, Tender Conditions) for bidder review and submission.
3. Consider implementing an e-submission platform for future tenders to enhance practicality and accessibility.
