Tender Quality Score

This tender demonstrates good clarity in project description but suffers from significant deficiencies in legal compliance, completeness, and fairness due to missing evaluation criteria and other essential requirements. Key areas for improvement include transparency in assessment and modernizing submission methods.

Score Breakdown

Legal Compliance55/100

The tender defines the procedure type and CPV code correctly, and the submission deadline is reasonable. However, the explicit lack of mandatory exclusion grounds, eligibility requirements, financial requirements, and especially evaluation criteria, as noted in the AI-extracted section, represents significant legal compliance gaps.

No specific mandatory exclusion grounds mentioned
No specific eligibility requirements mentioned
Clarity65/100

The project description is clear and the technical capability requirements are well-defined with specific fire safety standards. However, the absence of explicit evaluation criteria and comprehensive eligibility/financial requirements significantly reduces overall clarity for potential bidders.

Missing evaluation criteria
Lack of explicit eligibility and financial requirements
Completeness65/100

Basic information such as title, organization, value, duration, and CPV code is provided, and documents are available. Nevertheless, the tender is incomplete due to the critical absence of detailed eligibility, financial, and evaluation criteria.

Missing evaluation criteria
Lack of explicit eligibility and financial requirements
Fairness55/100

The tender's fairness is severely impacted by the complete absence of evaluation criteria, making the assessment process opaque for bidders. Additionally, the lack of an e-submission option can create barriers to equal access for all potential suppliers.

Missing evaluation criteria
No e-submission option
Practicality65/100

The contract start date and duration are clearly specified. However, the absence of electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No electronic submission supported
Data Consistency65/100

While most key fields are populated, there is a notable inconsistency where the value is disclosed but also marked as 'Value Classified: Yes'. Minor issues include missing codes for the procedure type and an empty 'Liable Person' field.

Contradictory 'Value Classified: Yes' despite value being disclosed
Missing codes for procedure type
Sustainability25/100

The tender does not explicitly incorporate any green procurement, social aspects, or innovation focus. It is also not EU funded, which often correlates with higher sustainability standards.

No green procurement aspects mentioned
No social criteria mentioned

Strengths
