Tender Quality Score

This tender provides a clear description of the required equine enforcement services but suffers from critical omissions regarding evaluation criteria and the tender reveal date, significantly impacting fairness and transparency.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and references national legislation (Procurement Act 2023). CPV codes are appropriate, and there are no disputes. However, the missing tender reveal date prevents confirmation of compliance with minimum tender periods, posing a potential legal risk.

Missing tender reveal date
Clarity60/100

The service description and technical requirements are clear and unambiguous, detailing the scope of work. However, the complete absence of evaluation criteria is a significant flaw, making it unclear how bids will be assessed and impacting bidders' ability to formulate competitive proposals.

Missing evaluation criteria
Completeness60/100

Basic information such as title, reference, organization, value, duration, and location is provided. Documents are listed and summarized. Nevertheless, the critical omission of evaluation criteria renders the tender incomplete for potential bidders to fully understand the procurement process.

Missing evaluation criteria
Fairness40/100

The absence of evaluation criteria severely compromises fairness, as bidders cannot understand the basis for award. Furthermore, the highly restrictive requirements, such as appointing a 'single equine bailiff' and the 'respond within one hour' service level, could significantly limit competition and potentially tailor the tender to a very narrow pool of providers, raising concerns about equal access.

Missing evaluation criteria
Highly restrictive technical requirements (single entity, 1-hour response)
Practicality80/100

Electronic submission is clearly supported via the In-tend e-tendering portal, and a user guide is provided. Key practical information like contract start date, duration, and estimated value are all specified, contributing to good practicality.

Data Consistency70/100

Most key fields are populated, and there are no reported disputes or suspensions. Dates are logically consistent (submission before start date). However, minor inconsistencies include empty fields for 'Liable Person' and procedure codes, and the missing tender reveal date.

Empty 'Liable Person' field
Empty procedure codes
Sustainability20/100

The tender does not include any explicit criteria or mentions related to green procurement, social aspects, or innovation. This indicates a lack of focus on broader sustainability objectives.

No green procurement criteria
No social criteria

Strengths

Clear description of required services and technical capabilities.
Estimated value, contract duration, and start date are specified.
Electronic submission via a dedicated e-tendering portal is supported.
Appropriate CPV code assigned.
No reported disputes or suspensions.

Concerns

Critical absence of evaluation criteria.
Missing tender reveal date, impacting legal compliance assessment.
Highly restrictive technical requirements (e.g., 'single equine bailiff', 'respond within one hour') potentially limiting competition.
Lack of explicit sustainability, social, or innovation considerations.
Minor data gaps (e.g., 'Liable Person', procedure codes).

Recommendations

1. Publish clear, objective, and transparent evaluation criteria to ensure fairness and allow bidders to prepare competitive proposals.
2. Provide the tender reveal date to confirm compliance with minimum tender periods and enhance transparency.
3. Review and justify highly restrictive requirements to ensure they are proportionate and do not unduly limit competition, or consider alternative approaches to broaden the supplier base.
