Original Tender Description

Worcestershire County Council is inviting suppliers to tender for a place on a revised replacement DPS. The current DPS provides CQC registered supported living services to adults with a range of social care needs across the county. This provision varies from support in people’s homes within the community, to semi-independent living flats, shared supported living houses and individual services with 24/7 support. There are around 740 people receiving supported living support from the Council, the majority of this is through the current DPS (ref WCC00001786). Current DPS suppliers will need to re-tender. The DPS will create three Lots, and applicants can apply for any combination:• Lot 1 – Supported Living Tier 1 and 2, (LD, MH, PD and VA).• Lot 2 - Complex Mental Health (LD, MH, PD and VA).• Lot 3 - Only Mental Health support with no personal care. Please refer to the full tender documentation.

Tender Quality Score

This tender outlines a Dynamic Purchasing System for supported living services, clearly defining the scope and lot structure. However, the provided information is severely incomplete, lacking essential tender documentation, financial details, and evaluation criteria.

Score Breakdown

Legal Compliance100/100

The tender appears to follow a standard restricted procedure for a DPS. However, the absence of full tender documentation, detailed mandatory exclusion grounds, and specific financial requirements in the provided extract makes a comprehensive legal compliance assessment impossible.

Absence of full tender documentation
Missing detailed mandatory exclusion grounds
Clarity40/100

The description of the services, the purpose of the DPS, and the lot structure is clear and well-defined. The eligibility and technical capability requirements, as far as they go, are also clear.

Completeness75/100

The provided information is highly incomplete, explicitly stating that bidders must refer to 'full tender documentation' for mandatory exclusion grounds, financial requirements, and further submission details. Crucially, no documents are attached, rendering the current listing an announcement rather than an actionable tender.

No full tender documentation provided
Missing detailed financial requirements
Fairness40/100

The requirement for current DPS suppliers to re-tender is standard for a replacement DPS and ensures fair competition. However, the lack of full documentation, especially evaluation criteria and detailed requirements, creates a significant barrier to fair and equal participation for all potential bidders.

Lack of full tender documentation hinders fair competition
Absence of evaluation criteria prevents transparent assessment
Practicality40/100

It is impractical for potential suppliers to prepare a comprehensive and compliant tender submission based solely on the limited information provided. The repeated instruction to refer to 'full tender documentation' without providing it makes the current listing unactionable.

Inability to prepare a tender without full documentation
Missing detailed submission requirements
Data Consistency100/100

The information provided within the extract is consistent. However, the lack of full documentation means there is insufficient data to assess overall consistency across all tender materials.

Sustainability25/100

The tender mentions 'Social Criteria' as a characteristic, which is a positive indicator for social sustainability. However, no specific details are provided on how these criteria will be assessed or what they entail, and environmental sustainability aspects are not mentioned.

Lack of specific details on 'Social Criteria'
Absence of environmental sustainability considerations

Strengths

Clear description of the services required and the purpose of the DPS
Well-defined lot structure allowing for specialized applications
Explicit mention of 'Social Criteria' indicating a focus beyond purely economic factors
Use of a DPS allows for flexibility and ongoing market engagement

Concerns

Critical absence of full tender documentation, making it impossible for bidders to respond
Estimated value not disclosed, hindering business planning for potential suppliers
Missing detailed financial requirements and evaluation criteria
No specific mandatory exclusion grounds detailed in the provided extract
The current listing is essentially an announcement without actionable content

Recommendations

1. Immediately publish the full tender documentation, including all annexes and schedules.
2. Disclose the estimated contract value to provide transparency and aid supplier decision-making.
3. Clearly outline all mandatory exclusion grounds, eligibility, technical, financial, and evaluation criteria within the accessible documentation.
