Tender Quality Score

This tender for cleaning services is well-structured with a clear description and a defined multi-stage procedure under the new UK Procurement Act 2023, but its quality is significantly hampered by the critical absence of specified evaluation criteria and some data inconsistencies.

Score Breakdown

Legal Compliance75/100

The tender explicitly references the Procurement Act 2023 and its competitive flexible procedure, indicating adherence to national regulations. The CPV code is appropriate, and the submission period is ample. However, the missing reveal date and empty procedure codes are minor compliance gaps.

Missing reveal date
Empty procedure code fields
Clarity60/100

The service description and procedural stages are clearly outlined. However, the critical absence of specified evaluation criteria, as flagged by automated checks, significantly reduces clarity for potential bidders regarding how their proposals will be assessed.

Missing evaluation criteria
Completeness65/100

Basic information, value, duration, and a portal link for documents are provided. However, the lack of specified evaluation criteria and the failure to summarize two key documents in the provided data indicate significant gaps in the readily available information for a full assessment.

Missing evaluation criteria
Two document summaries failed
Fairness60/100

The tender utilizes an e-procurement portal, discloses the estimated value, and provides a reasonable submission timeframe. Nevertheless, the absence of clear and objective evaluation criteria poses a significant risk to the fairness and transparency of the selection process.

Missing evaluation criteria
Practicality90/100

Electronic submission is fully supported via a dedicated portal with clear instructions, a direct document URL is provided, and the contract duration and start date are specified, making the tender highly practical for bidders.

Data Consistency60/100

While most key fields are populated, the empty code fields for procedure type, missing liable person, and the highly improbable contract start date being identical to the submission deadline indicate notable data inconsistencies.

Empty procedure code fields
Missing liable person
Sustainability65/100

The tender explicitly addresses social aspects by mentioning the application of TUPE, Local Government Pension Schemes, and maternity leave, which are important for employee welfare. However, it lacks explicit focus on green procurement or innovation.

No explicit green procurement or innovation focus

Strengths

Clear description of services and procedure
Explicit reference to Procurement Act 2023
Use of e-procurement portal for submission
Strong social considerations (TUPE, LGPS, maternity leave)
Reasonable submission timeframe

Concerns

Critical absence of specified evaluation criteria
Data inconsistency regarding contract start date
Missing reveal date
No explicit green or innovation focus
Two document summaries unavailable for analysis

Recommendations

1. Publish clear and objective evaluation criteria immediately to ensure transparency and fairness.
2. Review and correct the contract start date to reflect the actual anticipated commencement.
3. Consider integrating explicit green procurement and innovation criteria to enhance sustainability aspects.
