Original Tender Description

The Seven Force Commercial Team is supporting the Police and Crime Commissioner (“PCC”) for Cambridgeshire and Peterborough in identifying interested organisations to deliver an all age and all gender Countywide Sexual Violence Support Service which includes a Countywide ISVA Service. The service should be available regardless of when the incident happened and whether or not it has been reported to the police. Prior to the formal re-commissioning we are issuing this Request for Information (RFI) to providers who have the specialist knowledge and relevant current experience and resources required to mobilise and deliver the complete service in a way which ensures victims/survivors receive a continuous support. This will enable us to understand the current market as the responses will be used to assist us in the further refinement of the service specification and the approach to commissioning the service going forward. Please note there is no intention to separate elements of this service therefore only organisations with the skills, experience and resources to deliver all elements of the service are invited to submit RFIs. Please also be aware that this RFI is not intended to be a call for competition. This opportunity can be found a follows: 1. Log in to our supplier portal at https://7force.force.com/login 2. Locate the opportunity under the 'Find Opportunities' section 3. Click ‘Register Interest' 4. You can then go to 'My Proposals & Quotes' to view the documentation and submit your response. 5. Once you have completed all relevant Requirement Sections, ensure you click the 'Submit' button to ensure your responses are received by us. Upon clicking 'Submit' you will receive a confirmation email. The message centre (found on your Portal homepage) will be available for you to communicate with us regarding any open opportunities, or for any clarification questions you may have.

Tender Quality Score

This Request for Information (RFI) is well-structured for market engagement, clearly outlining the service needs and submission process, though it has minor data consistency issues in its structured fields. Its primary purpose as an RFI means certain 'missing' elements are appropriate for this stage.

Score Breakdown

Legal Compliance75/100

The RFI clearly states it is not a call for competition, which appropriately adjusts the legal compliance expectations. The CPV code is correctly assigned, and there are no disputes. However, the 'Type' and 'Procedure' fields being 'None' in the basic information are data entry flaws, and a reveal date is missing.

Structured data fields 'Type' and 'Procedure' are unpopulated.
Missing reveal date.
Clarity80/100

The description of the required service is very clear and unambiguous, specifying an all-age, all-gender Countywide Sexual Violence Support Service including ISVA. The AI-extracted requirements are comprehensive and easy to understand. The absence of evaluation criteria is appropriate for an RFI.

Completeness70/100

Most essential information, such as title, reference, organization, deadlines, estimated value, duration, and location, is provided. Requirements for eligibility and technical capability are defined. However, the 'Type', 'Procedure', and 'Liable Person' fields are unpopulated in the structured data.

Structured data fields 'Type', 'Procedure', and 'Liable Person' are unpopulated.
Fairness85/100

Full document access is provided via a supplier portal, and the estimated value is disclosed. The electronic submission process ensures equal access. While the requirement to deliver 'all elements of the service' without separation could be seen as restrictive, for an RFI, it serves to gauge the market for a comprehensive, integrated service.

Requirement to deliver 'all elements of the service' without separation could limit participation to larger providers.
Practicality95/100

Electronic submission is clearly supported through a dedicated supplier portal, contrary to the automated check's finding. A document URL, contract start date, financing information, and duration are all clearly specified, making the process practical for interested organizations.

Data Consistency70/100

Dates are logical and consistent, and there are no reported disputes or suspensions. However, the 'Type', 'Procedure', and 'Liable Person' fields are unpopulated, creating minor inconsistencies in the structured data.

Structured data fields 'Type', 'Procedure', and 'Liable Person' are unpopulated.
Sustainability50/100

The service itself addresses a critical social need. However, the RFI does not explicitly incorporate broader sustainability criteria such as green procurement, innovation focus, or additional social value beyond the core service delivery.

No explicit green procurement criteria.
No explicit innovation focus.

Strengths

Clear definition of the RFI's purpose and scope.
Detailed instructions for electronic submission via a supplier portal.
Comprehensive description of the required service.
Estimated value, duration, and contract start date are provided.
Correct CPV and NUTS codes assigned.

Concerns

Inconsistent structured data with unpopulated 'Type', 'Procedure', and 'Liable Person' fields.
The 'no intention to separate elements' clause may limit market participation.
Lack of explicit sustainability (green, innovation, broader social value) criteria.
Missing reveal date for the RFI.

Recommendations

1. Ensure all structured data fields are accurately populated to enhance data consistency and clarity.
2. For future formal tenders, consider how the 'no intention to separate elements' requirement can be balanced with fostering broader market participation.
3. Integrate explicit sustainability criteria, including environmental and broader social value considerations, into future commissioning documents.
