Original Tender Description

Sandwell Metropolitan Borough Council (SMBC) is currently exploring options for the future procurement of the Enhanced Assessment Beds Service. The primary objective of this Service is to reduce hospital delays, prevent unnecessary long term care placements, improve independence outcomes, and provide a controlled, safe setting for multidisciplinary assessment to take place. The service will provide 24-hour nursing care and agreed multidisciplinary team support to individuals awaiting Continuing Health Care assessment and long-term care provision. The Service will be provided for people whose assessment level of need can be safely and effectively provided outside of an acute hospital, and which may not be appropriately met within a person’s own home/ usual place of residence. The Service will allow for the continuation of capacity within the Borough of Sandwell for short term, multidisciplinary assessment following hospital discharge, as well as supporting hospital avoidance for individuals in the community. The beds will support people who are medically stable but require further assessment before a long term care decision is made. Eligibility for the Service will include adults aged 18 years and over who are residents of Sandwell. This preliminary market engagement seeks to understand supplier capabilities, gather feedback, and inform the development of a potential future procurement strategy. This will take place on Thursday 12 February 2026 from 10.00-11.00 for all interested organisations. Please email by 12.00 on Tuesday 10 February 2026 rupi_deo@sandwell.gov.uk your full name, job title, organisation, email address and telephone no. if you would like to receive an online MS Teams invitation to this event. Thank you for your interest.

Tender Quality Score

This is a well-structured preliminary market engagement notice, clearly outlining the service objectives and participation requirements, though transparency is slightly impacted by the undisclosed estimated value and a minor document access issue.

Score Breakdown

Legal Compliance75/100

The notice effectively serves its purpose as a preliminary market engagement, with reasonable deadlines for expressing interest and a relevant CPV code. While 'Type' and 'Procedure' are listed as 'None,' this is appropriate for a pre-procurement planning stage rather than a formal tender. No disputes or suspensions are noted.

Clarity80/100

The description of the Enhanced Assessment Beds Service and its objectives is very clear and unambiguous. Requirements for participation in the market engagement event are well-documented and easy to understand. The AI-extracted requirements accurately reflect the content.

Completeness70/100

The notice provides essential information such as title, organization, reference, description, and key timelines (EOI deadline, contract duration, start date). However, the estimated value is not disclosed, and one of the four listed documents failed to download.

Estimated value not disclosed
One document download failed
Fairness85/100

The market engagement is open to all interested organizations, and the requirements for participation are generic and not tailored. The deadline for expressing interest is reasonable. However, the undisclosed estimated value reduces overall transparency, though less critical for a market engagement than a formal tender.

Estimated value not disclosed
Practicality65/100

Registration is facilitated via email, which is practical for an event. The contract start date and duration are clearly specified. However, a formal e-submission platform is not utilized, and detailed financing information beyond the procuring entity is absent.

No formal e-submission platform
Limited financing details
Data Consistency90/100

The information provided is largely consistent and logical, with no noted suspensions or disputes. Dates are sequential and make sense within the context of a planning notice. The 'Liable Person' field is empty but does not impact overall consistency.

'Liable Person' field is empty
Sustainability50/100

The core service itself addresses significant social needs by reducing hospital delays and improving independence outcomes. However, the market engagement notice does not explicitly incorporate green procurement, innovation focus, or additional social clauses for potential suppliers within the procurement process.

No explicit green, innovation, or additional social criteria for suppliers

Strengths

Clear description of service objectives and target population
Reasonable deadlines for market engagement expression of interest
Good data consistency and logical timelines
Open to all interested organizations, promoting broad market engagement
Service addresses critical social needs

Concerns

Estimated value is not disclosed, impacting transparency
No formal e-submission platform for registration
One listed document failed to download
Lack of explicit green, innovation, or additional social criteria for suppliers in the procurement process
'Type' and 'Procedure' fields are 'None', which, while accurate for this stage, could be more formally defined (e.g., PIN)

Recommendations

1. Consider disclosing an estimated value range in future market engagement notices to enhance transparency.
2. Ensure all linked documents are accessible and functional.
3. Incorporate explicit sustainability (environmental, social, innovation) criteria into the future formal tender.
