75
Good

Tender Quality Score

This is a clear and well-structured market engagement notice, compliant with planning phase requirements, though lacking the detailed specifications of an official tender.

Score Breakdown

Legal Compliance75/100

Legal compliance is good for a market engagement notice, as it is not yet a formal procurement procedure. The absence of a defined procedure type is expected at this stage, and the CPV code is appropriate.

Clarity80/100

Clarity is high, as the purpose of the notice (market engagement) is very clearly stated, and the absence of specific requirements is also explicitly noted, preventing ambiguity.

Completeness70/100

Basic information is complete, including title, value, and duration. However, detailed requirements and evaluation criteria, essential for a full tender, are explicitly stated as missing, which is expected for a planning phase. The 'Planning Notice' document failing to download is a minor completeness issue.

No specific requirements or evaluation criteria are defined (expected for market engagement, but still a factual incompleteness for a tender document).
One document ('Planning Notice') failed to download.
Fairness85/100

The market engagement phase itself promotes fairness by inviting broad supplier input. The estimated value is disclosed, and no specific requirements are present to suggest tailoring. The lack of e-submission is a minor concern for equal access.

No e-submission option is mentioned, which can hinder equal access for some suppliers.
Practicality65/100

The absence of an e-submission option is a notable practical drawback in modern procurement, even for a market engagement phase. Other practical details like contract start and duration are clear.

No e-submission option is supported.
Data Consistency90/100

The data provided is consistent and logical, aligning with the 'planning' status of the notice. Dates are coherent, and key fields are populated appropriately for this stage.

Sustainability50/100

There is no mention of green procurement, social aspects, or innovation focus within the description or automated checks. This represents a missed opportunity to signal intent in these areas.

No explicit mention of green procurement criteria.
No explicit mention of social aspects.

Strengths

Clear communication of the market engagement phase and its purpose.
High estimated value disclosed, providing market transparency.
Detailed description of the framework's broad scope and multi-disciplinary nature.
Open invitation for supplier engagement, fostering market input.
Good data consistency for a planning notice.

Concerns

Lack of specific requirements and evaluation criteria (though expected for this stage, it's a key missing element for a full tender).
Absence of an e-submission option.
No explicit integration of sustainability, social value, or innovation criteria.
One of the listed documents ('Planning Notice') failed to download.
No formal procedure type defined (understood for planning, but would be required for a full tender).

Recommendations

1. Ensure all associated documents are fully accessible and downloadable for all interested parties.
2. Consider incorporating sustainability, social value, and innovation criteria into the framework design during the market engagement phase to align with best practices.
3. Implement an e-submission platform for the eventual formal tender to enhance accessibility, efficiency, and fairness for suppliers.
