Original Tender Description

South London and Maudsley NHS Foundation Trust (SLAM) have a requirement for floor and window vinyls promoting the Trusts “Great Place to Work and Care” Programme. The successful supplier will be required to design and install floor to ceiling wall vinyls and window vinyls, across the Trust estate as part of the Great Place to Work and Care roll out. The Trust has developed an employer sub-brand for the Trust, Great Place to Work and Care and secured funding to roll out this branding across our physical estate. We are working with service directors (six directorates) to ask them to identify key sites/ buildings that could benefit from a refresh through the installation of these vinyls. The focus is on reception areas or communal spaces used by staff, patients and visitors. We are working with Service Directors to identify priority sites for the installations and are looking to maximise the impact within the budget identified. The company will work with key contacts in Communications, Estates and Operations to carry out site visits, agree designs and arrange installation.

Tender Quality Score

This tender exhibits critical deficiencies in document management and transparency, with core tender documents being inaccessible or irrelevant, and crucial evaluation criteria missing. These issues severely compromise the fairness, completeness, and legal compliance of the procurement process.

Score Breakdown

Legal Compliance30/100

The tender suffers from severe legal compliance issues due to the 'Tender Notice' failing to download and the 'Official PDF Version' being an entirely irrelevant document. The absence of explicit mandatory exclusion grounds in the AI summary and the lack of specified evaluation criteria further indicate non-compliance with standard procurement disclosure requirements.

Tender Notice failed to download
Irrelevant 'Official PDF Version' included
Clarity45/100

While the project description and AI-extracted requirements are clear, the overall clarity for potential bidders is significantly hampered by the critical absence of evaluation criteria. The inaccessibility of the full tender notice also prevents a comprehensive understanding of the tender's terms and conditions.

Missing evaluation criteria
Full tender notice inaccessible
Completeness30/100

The tender is critically incomplete. The 'Tender Notice' failed to download, the 'Official PDF Version' is irrelevant, and the OCDS documents are metadata rather than comprehensive tender documents. The explicit absence of evaluation criteria means essential information for bidders is missing.
