Original Tender Description

Please access the opportunity via https://supplierlive.proactisp2p.com/Account/Login Understanding Society: the UK Household Longitudinal Study (UKHLS) is a longitudinal social survey of households and individuals living in the UK. Data collection began in January 2009 and participants are interviewed annually. In Waves 2 and 3 of the Study (2010-13) a wide range of objective health measures were collected via a nurse visit, including venous blood samples from which we produced a range of analytes, extracted DNA and produced genetic and epigenetic data. A similar exercise is being undertaken at Wave 16 (2024-26), where the nurse visit has been replaced by participants collecting samples/measurements themselves. This contract covers the data collection and analysis for a further bio-data collection on the Study’s Innovation Panel (2027) ahead of a potential roll out on the main Study sample at Wave 22 (2030-32). The Study is designed and managed by the Institute for Social and Economic Research (ISER) at the University of Essex (“the University”).

Tender Quality Score

This tender for blood sample collection and analysis services provides clear project context and basic information but suffers from critical omissions regarding evaluation criteria and the direct accessibility of full tender documents. While practical aspects are well-covered, significant improvements are needed in transparency and completeness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV codes, and no disputes are reported. However, the 'Missing reveal date' is a significant concern for assessing compliance with minimum time limits for a restricted procedure. The AI summary also lacks detailed mandatory exclusion grounds, which are standard legal requirements.

Missing reveal date
Lack of detailed mandatory exclusion grounds in summary
Clarity60/100

The project description is clear and unambiguous, providing excellent context for the services required. However, a critical flaw is the explicit absence of specified evaluation criteria, which significantly hinders bidders' understanding of how their proposals will be assessed. Detailed performance conditions are also not readily apparent.

No evaluation criteria specified
Detailed performance conditions not explicitly stated
Completeness55/100

Basic information such as title, reference, organization, value, duration, and deadlines is well-provided. However, the full tender specifications, detailed requirements, and terms and conditions are not directly accessible or summarized, requiring access to an external portal. Crucially, evaluation criteria are missing.

Full tender documents not directly accessible/summarized
No evaluation criteria specified
Fairness50/100

The tender discloses the estimated value and supports e-procurement, and the 'Divided into Parts' characteristic is positive. However, the complete absence of evaluation criteria is a major transparency and fairness issue, preventing objective bid preparation. The specific experience requirements, while relevant, could also limit the pool of potential bidders.

No evaluation criteria specified
Specific experience requirements may limit competition
Practicality85/100

The tender scores well on practicality, clearly specifying the contract start date, duration, and supporting electronic submission via a provided URL. Financing information (estimated value) is available.

Data Consistency70/100

Key fields such as title, reference, organization, value, deadlines, CPV, and NUTS code are populated, and dates are logical and consistent. There are no reported suspensions or disputes. Minor gaps include the missing 'Liable Person' and specific procedure codes, as well as the 'Missing reveal date'.

Missing 'Liable Person'
Missing procedure codes
Sustainability30/100

The tender does not explicitly incorporate any green procurement, social aspects, or innovation criteria within the procurement process itself. While the project involves an 'Innovation Panel,' the tender does not solicit or evaluate innovative solutions from bidders. It is also not EU funded.

No green procurement criteria
No social aspects criteria
