Tender Quality Score

This tender presents significant concerns regarding data consistency and fairness due to a critical discrepancy in the estimated project value and inaccessible documents, despite clear requirements and electronic submission support.

Score Breakdown

Legal Compliance75/100

The tender generally adheres to basic legal frameworks, with clearly defined procedure and CPV codes. However, the missing reveal date prevents a full assessment of the initial publication period, and the 37-day preparation window for a project of this scale is notably tight.

Missing reveal date
Tight preparation time for project scale
Clarity85/100

The tender description and AI-extracted requirements are clear, well-structured, and unambiguous. Evaluation criteria (70% price, 30% quality) are explicitly stated, providing transparency for bidders.

Completeness60/100

While essential information like title, value, and deadlines is present, the tender suffers from a significant completeness issue due to three critical documents failing to download, potentially withholding vital information from bidders.

Three tender documents failed to download
Fairness30/100

Fairness is severely compromised by a critical discrepancy in the estimated value (48M EUR vs. 4M GBP), which creates fundamental uncertainty for bidders. Additionally, the inability to access all tender documents and the tight preparation deadline for a large project further reduce fairness.

Practicality65/100

Electronic submission is supported, and key contract dates are provided. However, the practical execution is hindered by the unavailability of several tender documents, which creates a barrier for potential bidders.

Data Consistency35/100

A major data inconsistency exists regarding the estimated value (48,000,000 EUR vs. £4,000,000), which is a critical flaw. Minor inconsistencies include a missing 'Liable Person' and 'reveal date'.

Missing 'Liable Person'
Sustainability25/100

The tender lacks explicit criteria or mentions related to green procurement, social aspects, or innovation, indicating a missed opportunity to integrate sustainability principles.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear description and well-structured requirements
Explicitly stated evaluation criteria (70% price, 30% quality)
Electronic submission via a dedicated platform
Clear contract duration and start date
No disputes or suspensions

Concerns

Critical discrepancy in estimated project value (48M EUR vs 4M GBP)
Three tender documents failed to download, hindering full access to information
Tight preparation deadline for a project of this scale and complexity
Lack of explicit sustainability, social, or innovation criteria
Missing 'Liable Person' and 'reveal date'

Recommendations

1. Immediately rectify the critical discrepancy in the estimated project value to ensure transparency and fairness.
2. Ensure all tender documents are accessible and downloadable to provide complete information to all potential bidders.
3. Consider extending the submission deadline to allow adequate preparation time for a project of this magnitude, especially given the document access issues.
