Original Tender Description

Southampton City Council intends to establish a multi provider Short Breaks, Outreach and Support Framework to improve access to high quality services for children and young people with disabilities aged up to 18 years. Before commencing the procurement, the Council is issuing this Preliminary Market Engagement (PME) to invite interested providers to attend online market engagement consultation events. These sessions will offer an overview of the planned Framework, specification requirements, proposed Lots, and the anticipated procurement timetable. They will also give providers the opportunity to give feedback and ask questions. The proposed Framework will include two Lots: Lot 1 - Care Support and Community Outreach. This Lot covers personalised care and support delivered in the home or community. Services will help children and young people with disabilities to develop independence, access their community, and maintain their wellbeing, while supporting family stability. The service will include personalised care and community based support, including personal care, delegated health tasks, communication and independence building programmes, behaviour support, community access and, where required, overnight respite. Providers must be able to offer planned, responsive and crisis support across a range of hours. Lot 2 - Specialist Playschemes and Targeted Short Breaks. This Lot provides specialist holiday playschemes and targeted short break opportunities for children with substantial or complex needs. These are for children who cannot safely access mainstream provision due to high levels of personal care, complex health needs, autism or behaviour that challenges. Services delivered under this Lot should offer group and community-based activities that support children's social development, independence, wellbeing and enjoyment, while providing families with essential respite. The purpose of the Framework is to deliver consistent, timely, high quality and value for money support, while strengthening family resilience and improving outcomes for children and young people with disabilities. By approving providers onto a single Framework, the Council can quickly match a child's assessed needs with an appropriate supplier, reducing delays and enabling responsive, high quality support across the local area. Full details of the online market engagement events and how to register will be published alongside this PME.

Tender Quality Score

This document represents a well-structured Preliminary Market Engagement (PME) for a significant social services framework, demonstrating good practice in early market consultation. While comprehensive for a PME, it naturally lacks full tender details which will be provided in subsequent procurement stages.

Score Breakdown

Legal Compliance75/100

As a Preliminary Market Engagement (PME), the document serves its purpose in initiating market dialogue. The CPV code is appropriate, and there are no reported disputes or suspensions. The absence of a defined procedure type and mandatory exclusion grounds is expected at this pre-procurement stage.

Procedure type not defined (expected for PME)
Mandatory exclusion grounds not specified (expected for PME)
Clarity90/100

The description of the framework, its purpose, and the two distinct Lots is exceptionally clear and unambiguous. The AI-extracted requirements are well-articulated and provide a comprehensive understanding of the services sought, even at this early stage.

Completeness70/100

The PME provides all essential preliminary information, including title, organization, reference, estimated value, contract duration, and start date. While it explicitly states that full financial requirements and mandatory exclusion grounds will be detailed in subsequent documents, it is complete for its current status as a PME.

Full financial requirements not specified
Mandatory exclusion grounds not specified
Fairness85/100

The PME process itself promotes fairness by inviting broad market participation and feedback, ensuring requirements are not tailored. The estimated value is disclosed, and the online consultation events facilitate equal access to information. The lack of e-submission is a concern for the future tender, but not for the PME phase.

E-submission not indicated for the subsequent formal tender
Practicality65/100

Key practical details like contract start date and duration are provided. While the document mentions "online market engagement consultation events," a direct URL for registration or documents is not explicitly provided in the tender text. The absence of e-submission for the future tender is a notable practical concern.

No explicit document URL provided
E-submission not indicated for the subsequent formal tender
Data Consistency90/100

The core data fields are consistently populated, and dates are logical. There are no reported disputes or suspensions. The "Liable Person" field is empty, and "Type" and "Procedure" are marked as "None," which is consistent with its PME status.

Liable Person field is empty
Sustainability60/100

The tender is inherently focused on significant social aspects, aiming to improve outcomes for children and young people with disabilities and strengthen family resilience. However, it does not explicitly mention green procurement criteria or an innovation focus. It is not indicated as EU funded.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear and detailed description of services and Lots
Proactive market engagement (PME) approach
Strong focus on social aspects and community benefit
Estimated value and key timelines clearly stated
