Original Tender Description

Staffordshire County Council (SCC) operates as both a timber merchant and as a wood chip fuel producer/trader which supplies wood chip fuel to a range of biomass heat installations across the county. This operation receives bulk loads of round logs to its timber yard at Heatley Hall Farm, Rugeley, which are stored until suitable for chipping on site. The chips are warehoused in specially constructed shelters on site for further drying until required for delivery to our biomass heat installations on an as-needed basis. The Council also receives and distributes wood chip from external sources. This procurement is for the supply of services to SCC to assist our activity as timber merchant and as a wood chip fuel producer/trader which supplies wood chip fuel. This framework agreement consists of two Lots: Lot 1: The supply and haulage of round timber to our depot at Heatley Hall Farm. This shall consist of mixed conifer or hardwood in lengths of 2.5-2.9 metres and 0.07-0.5 metre diameter. Lot 2: The supply and haulage of wood chip fuel meeting G50/W30 specification or similar to Heatley Hall Farm, to comply with our Renewable Heat Incentive (RHI) obligations. The maximum expected annual volume approximates to 1,500 tonnes of Round Timber and 500 tonnes of Wood Chip. Timber should be sourced within a 60-mile radius of the depot where possible. SCC is inviting interest from suitable providers to provide either one or both above Lots on an as-needed basis. Providers are to specify which lot(s) they are bidding for in their submission. The haulier must demonstrate full compliance with the The Road Haulage of Round Timber Code of Practice 2020, or any successive document, as published by the Timber Transport Forum. All providers of round timber must be able to demonstrate evidence of a Felling License reference. In addition, all processed woodchip needs to be certified under the Biomass Suppliers List (BSL).

Tender Quality Score

This tender provides a clear description of the required services and technical specifications but suffers from a critical lack of explicit evaluation criteria and the absence of electronic submission, impacting fairness and practicality.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type as 'Open' and assigns a relevant CPV code. The submission deadline provides a reasonable timeframe from today's date, mitigating the concern about a missing reveal date. However, the AI summary indicates no explicit mandatory exclusion grounds, which, if not detailed in the full documents, could be a minor compliance gap.

Missing explicit mandatory exclusion grounds in the provided summary.
Clarity60/100

The description of services, division into lots, and technical specifications (e.g., timber dimensions, G50/W30, certifications) are clear and unambiguous. However, the critical absence of specified evaluation criteria significantly reduces the clarity for potential bidders on how their proposals will be assessed.

No evaluation criteria specified.
Completeness65/100

The tender includes essential information such as title, reference, organization, financial details, timeline, and classification. Requirements and documents are listed. However, the crucial omission of evaluation criteria makes the tender incomplete from a bidder's perspective.

Missing evaluation criteria.
Fairness55/100

The tender discloses the estimated value and divides the procurement into lots, allowing for broader participation. Requirements appear generic and industry-standard, not tailored to a specific company. However, the absence of specified evaluation criteria severely compromises the objectivity and transparency of the process, making it difficult for bidders to compete fairly.

No evaluation criteria specified, impacting objectivity and transparency.
Practicality60/100

The contract start date and duration are clearly specified, and financing information is available. A significant practical drawback is the lack of electronic submission, which is a standard expectation in modern procurement processes. Document URLs are not explicitly provided in the summary.

No electronic submission supported.
Document URLs not explicitly provided.
Data Consistency90/100

All key fields are populated, and there are no indications of suspension or disputes. Dates are logical and consistent with the specified contract duration. The description is consistent across the various sections and document summaries.

Sustainability50/100

The tender includes elements related to sustainability by requiring compliance with Renewable Heat Incentive (RHI) obligations and Biomass Suppliers List (BSL) certification for woodchip, and encourages sourcing timber within a 60-mile radius. However, it is not explicitly framed as a comprehensive 'green procurement' and lacks broader social or innovation criteria.

Not explicitly framed as a comprehensive 'green procurement'.
No explicit social or innovation criteria beyond basic sustainability certifications.

Strengths

Clear and detailed technical specifications for both lots.
Value disclosed and procurement divided into lots for flexibility.
Good data consistency across all provided information.
Inclusion of sustainability-related certifications (RHI, BSL) and local sourcing preference.
Reasonable submission timeframe for an Open procedure.

Concerns

Critical absence of specified evaluation criteria.
Lack of electronic submission capability.
Missing explicit mandatory exclusion grounds in the summary.
No explicit social or innovation focus.

Recommendations

1. Explicitly define and publish the evaluation criteria to ensure transparency and fairness for all bidders.
2. Implement electronic submission to modernize the procurement process and enhance accessibility.
3. Ensure all mandatory exclusion and selection grounds are clearly stated in the tender documentation.
