Tender Quality Score

This Prior Information Notice effectively communicates the upcoming tender for minor adaptations services, outlining the scope, estimated value, and key technical capabilities required. As a PIN, it lacks the detailed information necessary for a comprehensive assessment of the full procurement process.

Score Breakdown

Legal Compliance100/100

As a Prior Information Notice (PIN) for a below-threshold open competition, it appears legally compliant by providing early notification of the upcoming opportunity. Full compliance will depend on the detailed tender documents.

Clarity40/100

The description of the service, its purpose, and the scope of adaptations (financial thresholds, operational hours) is clear and well-articulated for a PIN. The high-level technical capability requirements are also clearly stated.

Completeness83/100

As a Prior Information Notice, it is intentionally incomplete, deferring critical details such as mandatory exclusion grounds, eligibility, financial, and submission requirements, as well as evaluation criteria, to the full tender documents. This is expected for a PIN.

Lack of full tender documents
Missing evaluation criteria
Fairness60/100

The technical capability requirements outlined are general and appear to promote open competition at this preliminary stage. There is no indication of tailoring for a specific company based on the information provided.

Practicality40/100

The service requirements, including operational hours, adherence to standards, and quality/performance monitoring, are practical and reflect the nature of the service. The financial thresholds for adaptations are also clearly defined.

Data Consistency100/100

All information provided within the Prior Information Notice is consistent and coherent.

Sustainability0/100

The PIN does not include any specific requirements or considerations related to environmental, social, or innovative aspects of sustainability. This represents a missed opportunity for a service with community impact.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and detailed description of the service scope and purpose
Transparent disclosure of estimated value and contract duration
Well-defined high-level technical capability requirements
Early notification via a Prior Information Notice

Concerns

Absence of specific mandatory exclusion grounds, eligibility, financial, and submission requirements, which are crucial for bidder preparation in the full tender
Lack of any specified evaluation criteria, making it impossible to understand how bids will be assessed in the future tender
No mention of social, environmental (green procurement), or innovation criteria, which could enhance the tender's overall impact
Missing specific location information (NUTS code N/A)

Recommendations

1. Ensure the full tender documents provide comprehensive and unambiguous details for all requirements, including clear evaluation criteria.
