Tender Quality Score

This RFI is a well-structured market research exercise, clearly outlining its purpose to gather information on clinical waste management services without committing to a procurement. While it effectively seeks market insights, the lack of e-submission and classified value are minor practical and transparency considerations.

Score Breakdown

Legal Compliance75/100

The RFI clearly defines its non-binding nature, stating it is not a call for competition or procurement exercise. The CPV code is appropriate, and there are no disputes. The 'Type: None' and 'Procedure: None' are consistent with an RFI, which falls outside formal procurement regulations for competition.

Clarity80/100

The RFI's purpose is exceptionally clear and unambiguous, explicitly stating it is for market understanding and internal planning. The AI-extracted requirements are well-documented and understandable, directly aligning with the RFI's stated goals.

Completeness70/100

Basic information, deadlines, and duration are specified. Requirements are clearly defined. While the estimated value is not disclosed, this is acceptable for an RFI focused on market research rather than a formal tender. All relevant documents are attached and summarized.

Estimated value not disclosed (classified)
Fairness85/100

Full document access is provided, and the requirements are generic, not appearing tailored to any specific company. The RFI's nature as a market research tool inherently promotes fairness by seeking broad input. The classified value is a minor transparency concern, but less critical for an RFI.

Value not disclosed (classified)
Practicality65/100

The contract start date and duration are known. However, the lack of electronic submission support is a significant practical drawback in modern procurement, potentially hindering ease of response for interested parties.

No electronic submission support
Data Consistency90/100

Key fields are largely populated, and the data is consistent. The 'Type' and 'Procedure' fields being 'None' is consistent with the RFI's nature. Dates are logical, and there are no reported disputes or suspensions.

Liable Person field is empty
Sustainability50/100

The RFI explicitly requests information on 'sustainability options related to their waste management services,' indicating a positive intent to consider environmental aspects. However, it does not explicitly include broader social criteria or innovation focus in its current form.

No explicit social criteria
No explicit innovation focus

Strengths

Clear purpose as an RFI, not a formal tender
Well-defined information requirements for market research
Appropriate CPV code for the services sought
Explicit request for sustainability options from respondents
High data consistency across provided information

Concerns

Lack of electronic submission support
Estimated value is not disclosed (classified)
The 'Liable Person' field is empty
Limited explicit focus on broader social or innovation aspects beyond sustainability options

Recommendations

1. Consider enabling electronic submission for future RFIs to enhance accessibility and response rates.
2. While an RFI, consider providing an estimated value range to give potential respondents a better understanding of the scale of services.
3. Populate the 'Liable Person' field for better contact clarity and transparency.
