Original Tender Description

NOT A LIVE OPPORTUNITY Correction of UK6 2025/S 000-071151 and UK12 2025/S 000-072410 This Planned Procurement notice is issued in effort to correct the previously published UK6 2025/S 000-071151. The procurement was awarded before it was noted that the wrong scoring methodology had been used in the evaluation process. As this could have changed the result, a UK12 2025/S 000-072410 was posted to withdraw the award until it could be Re-Evaluated correctly. This has now been completed but the Find a Tender system does not allow us to modify the already posted notices nor can we link a new UK6 to the already established UK4 2025/S 000-049162 As such we will be raising a new UK4 tied to this UK3 so we can accelerate the process, with a new UK6 to follow. RBC are completing a ITT exercise for the provision of Coroner's Service Toxicology Contract - The scope for this project is to cover the following key deliverables: Testing analysis and interpretation of toxicological specimens, Interpretive toxicology reports to HM Senior Coroner and Pathologist within contract timescales, Maintenance of adequate contact between HM Senior Coroner's Officers and staff, Attendance at inquest as required and Monthly statistics and performance indicators

Good

Tender Quality Score

This is a well-structured planning notice for a re-tender, clearly outlining the correction of a previous procedural error and the scope of the upcoming procurement, though many critical details are deferred to the live ITT.

Score Breakdown

Legal Compliance75/100

The notice clearly defines the open procedure and CPV codes. The proactive correction of a previous scoring error demonstrates a commitment to legal compliance, even if the initial error was a lapse. As a planning notice, it meets disclosure requirements for this stage.

Clarity80/100

The description is very clear about the notice's purpose as a correction and planning stage, and the scope of services is well-defined. However, specific eligibility, financial, and crucial evaluation criteria are explicitly deferred to the forthcoming ITT.

Evaluation criteria not specified
Completeness70/100

Basic information, financial details, timeline, and documents are provided. Technical requirements are outlined. However, mandatory exclusion grounds, eligibility, financial requirements, and evaluation criteria are explicitly stated as missing and will be detailed in the future ITT, making it incomplete as a standalone tender document.

Mandatory exclusion grounds not detailed
Eligibility requirements not detailed
Fairness85/100

The commitment to rectify a previous scoring error significantly enhances fairness. The use of an e-tendering portal and disclosed value are positive. However, the absence of evaluation criteria in this notice means transparency on how bids will be judged is currently lacking, which is a key aspect of fairness for a live tender.

Evaluation criteria not specified
Practicality65/100

Electronic submission is supported, and key dates (contract start, duration) and estimated value are provided. However, as it's explicitly 'NOT A LIVE OPPORTUNITY', immediate practical steps for bidders are limited, and a document URL is not explicitly provided in the text.

Not a live opportunity, limiting immediate practical action
Document URL not explicitly provided
Data Consistency90/100

All key fields are populated, and the narrative consistently explains the complex administrative process of correcting previous notices. Dates are logical and sequential, reflecting a well-managed re-initiation process.

Sustainability50/100

There is no mention of green procurement, social aspects, or innovation focus within the provided documentation. The tender is not EU funded.

No green procurement focus
No social criteria

Strengths

Clear explanation of the procurement's purpose and scope
Proactive correction of a previous scoring error
Commitment to electronic submission via a portal
Key financial and timeline details provided
Good data consistency across the notice

Concerns

Critical tender details (eligibility, financial, evaluation criteria) are deferred to a future ITT
Lack of specified evaluation criteria in the current notice
No integration of sustainability (green, social, innovation) aspects
The stated submission deadline, if for a live tender, could be tight for complex services

Recommendations

1. Ensure the forthcoming ITT provides comprehensive and transparent evaluation criteria to prevent recurrence of previous scoring issues.
2. Clearly communicate the full timeline for the new UK4 and UK6 notices to allow potential bidders ample preparation time.
3. Consider incorporating sustainability (green, social, innovation) criteria into the full tender documentation where relevant.
