Original Tender Description

Suffolk Police, the Police and Crime Commissioner for Suffolk (PCC), Suffolk County Council and Community Safety Partnerships representatives from Babergh, East Suffolk, Mid Suffolk, Ipswich, and West Suffolk are seeking a delivery partner for a project that obtains and interprets the views of Suffolk residents on community safety. During 2025 a new Police and Crime Plan was developed covering the period 2025-2029, this has set out the policing priorities across Suffolk. The plan focuses on preventing crime and working with communities to make Suffolk a safer place to live, work, travel, and invest. This survey will offer partners across Suffolk an insight into the views of residents to help shape activity at a community safety partnership level. All partners also want to be able to ensure that longitudinal information is available to help inform current strategic priorities and delivery. The work will build upon themed and localised consultations previously undertaken along with needs assessments undertaken for strategy development. The partners are inviting bids from potential providers with extensive experience in large-scale, primary, human research within the community safety environment. This should specifically include policing, community safety, Criminal Justice and/or victims and witnesses of crime. The project will be a large scale, research survey giving a reliable and robust assessment of public perception of community safety and local policing. The successful provider would be expected to consult a representative cohort of Suffolk residents to seek their views and perceptions of community safety and local policing in the county to measure and understand progress being made against our priorities to inform policy and practice. This should be large enough to allow for segmentation at district level, on a demographic basis and between victims and non-victims.

Tender Quality Score

This tender outlines a clear objective for a community safety survey but suffers significantly from a lack of detailed documentation, making it challenging for potential bidders to prepare comprehensive and competitive proposals. The absence of specific evaluation criteria and detailed requirements raises concerns about transparency and fairness.

Score Breakdown

Legal Compliance100/100

The tender is an 'Open procedure' but lacks fundamental documentation typically required for such a process, including detailed terms of reference, contract drafts, or specific legal clauses. The absence of detailed mandatory exclusion grounds and eligibility requirements in the provided extract is also a concern, as these are usually standard legal checks.

Absence of detailed tender documents (e.g., Invitation to Tender, Specification, Draft Contract).
Lack of specific mandatory exclusion grounds and eligibility requirements.
Clarity40/100

The project's objective and scope are generally clear from the description. However, the lack of detailed specifications, methodology requirements, and expected deliverables in formal documents creates significant ambiguity regarding the exact nature and scale of the required services.

Lack of detailed specifications for the survey methodology, sample size specifics, reporting format, and data interpretation expectations.
Absence of a clear Statement of Work or Terms of Reference.
Completeness83/100

The tender is severely incomplete due to the complete absence of attached documents. Key sections like evaluation criteria, detailed technical specifications, financial requirements beyond the estimated value, and contractual terms are entirely missing from the provided information.

No attached documents whatsoever.
Missing evaluation criteria.
Fairness60/100

The lack of detailed requirements, especially the absence of evaluation criteria, severely compromises the fairness of the procurement process. Without clear criteria, bidders cannot understand how their proposals will be judged, leading to potential subjectivity in the selection process. The highly specific experience requirements could be seen as restrictive, potentially limiting competition to a very niche group of providers.

Absence of evaluation criteria, leading to potential subjectivity.
Highly specific experience requirements (e.g., 'specifically include policing, community safety, Criminal Justice and/or victims and witnesses of crime') could be seen as overly restrictive and potentially tailored, limiting competition.
Practicality40/100

From a bidder's perspective, preparing a high-quality bid is impractical without detailed documentation. The broad description of technical capabilities does not provide enough information to formulate a precise methodology, resource plan, or accurate cost estimate. From the contracting authority's perspective, evaluating bids without clear criteria and detailed requirements will be challenging and prone to inconsistencies.

Bidders cannot practically prepare detailed, competitive proposals without comprehensive tender documents.
Evaluation will be difficult and potentially inconsistent without clear criteria and detailed specifications.
Data Consistency100/100

Based on the limited information provided, there are no apparent inconsistencies in the data. However, the lack of detailed documentation means there is very little data to check for consistency against.

Sustainability25/100

The tender description does not include any explicit mention of environmental, social, or economic sustainability criteria or considerations. The automated check also flags 'Not green procurement' and 'No social criteria.'

Absence of explicit sustainability criteria (environmental, social, economic).

Strengths

Clear project objective and scope outlined in the description.
Estimated value and contract duration are provided.
Identifies an 'Innovation Focus' (though not elaborated).
Collaboration between multiple public bodies is evident.

Concerns

Complete absence of attached tender documents.
Missing evaluation criteria, severely impacting transparency and fairness.
Highly specific experience requirements that could limit competition and potentially be tailored.
Lack of detailed technical specifications for the survey methodology and deliverables.
Absence of specific legal, eligibility, and financial requirements.

Recommendations

1. Publish comprehensive tender documents, including detailed specifications, terms of reference, draft contract, and explicit evaluation criteria.
2. Review the specificity of experience requirements to ensure they are proportionate and do not unduly restrict competition, while still meeting project needs.
3. Incorporate clear sustainability criteria (environmental, social) into the tender documentation where relevant.
