Tender Quality Score

This tender for a Dynamic Approved Provider List (DAPL) for healthcare services is severely lacking in detailed documentation and specific requirements, which significantly compromises transparency and fairness for potential bidders.

Score Breakdown

Legal Compliance100/100

The absence of detailed mandatory exclusion grounds, specific eligibility, technical, and financial requirements, along with missing evaluation criteria, raises significant concerns regarding adherence to public procurement principles of transparency, equal treatment, and non-discrimination. The complete lack of tender documents further exacerbates this issue.

Lack of detailed mandatory exclusion grounds
Absence of specific eligibility, technical, and financial requirements
Clarity40/100

While the overall purpose and lot structure are clear, the tender suffers from a critical lack of clarity regarding specific requirements and the application process. The discrepancy between the DAPL's stated commencement date (April 2022) and the application deadline (March 2026) creates significant confusion about the list's operational status.

Vague or missing detailed requirements for eligibility, technical capability, and financial standing
Inconsistency between DAPL commencement date and application deadline
Completeness75/100

The tender information provided is highly incomplete. Critical elements such as detailed exclusion/selection criteria, specific technical and financial requirements, evaluation criteria, and the estimated contract value are missing. Crucially, no actual tender documents are attached, making it impossible for bidders to fully understand the scope and expectations.

Missing detailed exclusion/selection criteria
Absence of specific technical and financial requirements
Fairness60/100

The profound lack of detailed requirements and, most critically, the absence of evaluation criteria, severely undermine the fairness and transparency of the procurement process. Without clear guidelines on how applications will be assessed, there is a significant risk of arbitrary decision-making and unequal treatment among potential providers.

Lack of detailed requirements compromises equal treatment
Absence of evaluation criteria creates potential for arbitrary decisions
Practicality40/100

For potential bidders, the tender's lack of specific requirements and supporting documents makes it exceptionally difficult to prepare a comprehensive and compliant application. This could deter qualified providers and increase the administrative burden for both applicants and the contracting authority in clarifying expectations.

Difficult for bidders to prepare applications due to missing detailed requirements and documents
Potential for increased administrative burden due to lack of clarity
Data Consistency100/100

A significant inconsistency exists between the statement that the DAPL is 're-commencing in April 2022' and the application submission deadline of '2026-03-31'. This creates ambiguity regarding whether this is a new application window for an existing list or a re-launch, requiring urgent clarification.

Discrepancy between DAPL commencement date (April 2022) and application deadline (March 2026)
Sustainability0/100

The provided information does not include any details regarding green procurement or social criteria, indicating a missed opportunity to integrate sustainability objectives into the procurement process.

Absence of green procurement criteria
Absence of social criteria

Services are clearly structured into three distinct lots, allowing for specialized applications.

Concerns

Complete absence of any tender documents, making comprehensive assessment impossible.
Critical lack of detailed mandatory exclusion grounds, eligibility, technical, and financial requirements.
Absence of any evaluation criteria, severely compromising transparency and fairness.
Significant inconsistency between the DAPL's stated commencement date (April 2022) and the application deadline (March 2026).
Estimated contract value is not disclosed, hindering market analysis for potential bidders.

Recommendations

1. Publish comprehensive tender documents detailing all mandatory exclusion grounds, specific eligibility, technical, and financial requirements.
2. Clearly define and publish the evaluation criteria and the process for inclusion on the Dynamic Approved Provider List.
3. Clarify the operational status and timeline of the DAPL, specifically addressing the discrepancy between its stated commencement and the ongoing application deadline.
