Tender Quality Score

This is an amendment notice for an existing Dynamic Purchasing System (DPS) for asbestos removal services, primarily extending its validity. While the tender clearly outlines its purpose and access method, it suffers from a significant lack of comprehensive documentation and detailed requirements within the notice itself.

Score Breakdown

Legal Compliance100/100

The tender explicitly references the Public Contracts Regulations 2015/102 and mandatory exclusion grounds, indicating a commitment to legal compliance. However, the classification as 'Restricted' for a DPS, which typically allows open admission, could cause minor confusion.

Clarity40/100

The purpose of the amendment (DPS extension) and the scope of eligible public bodies are clear. However, the overall clarity of the tender is diminished by the heavy reliance on external links and the original 2018 notice for all substantive details and requirements.

Completeness83/100

This notice is notably incomplete as a standalone document, lacking any attached tender documents or detailed specifications. Bidders are directed to an external platform and a historical notice for essential information, which is a significant drawback.

Fairness80/100

The DPS structure inherently promotes fairness by allowing continuous supplier admission. The broad range of public sector bodies eligible to use the DPS also supports fair market access. No evidence suggests tailoring for a specific company.

Practicality40/100

The use of a dedicated online platform (Panacea) for managing the DPS and submissions is practical for a system of this nature. The general requirements are also practical for the service type.

Data Consistency100/100

The information provided within this amendment notice is consistent.

Sustainability25/100

The inclusion of 'Social Criteria' is a positive aspect, indicating consideration beyond purely economic factors. However, there is no explicit mention of environmental or innovation criteria.

Strengths

Clear communication of the DPS amendment's purpose (validity extension).
Broad scope of UK public sector bodies eligible to use the DPS.
Utilisation of a dedicated online platform for DPS management and application.
Explicit mention of 'Social Criteria' as a procurement characteristic.
Clear reference to relevant UK public procurement legislation.

Concerns

Absence of any attached tender documents, requiring bidders to seek all details externally.
General and undetailed requirements within this notice, necessitating reference to the original DPS documentation for specifics.
Lack of explicit evaluation criteria for admission to the DPS within the notice.
Potential for confusion regarding the 'Restricted' procedure classification for a Dynamic Purchasing System.
Heavy reliance on an external platform for all comprehensive tender information, which can hinder accessibility.

Recommendations

1. Provide a direct, easily accessible link to the full original DPS documentation or a comprehensive information pack within the notice.
2. Include a summary of key admission criteria (e.g., specific financial thresholds, minimum experience) directly in the amendment notice.
3. Clarify the procedural classification ('Restricted') in the context of a DPS to avoid ambiguity for potential suppliers.
