Original Tender Description

The H3 Housing Construction, Demolition and Remediation Framework is being developed to support public sector organisations in delivering high-quality and sustainable housing projects across the UK. The Framework will provide a comprehensive end-to-end solution covering design, enabling works, construction and completion for a wide range of residential schemes. Its scope includes traditional and 3D modular housing (both low-rise and high-rise), sheltered and supported accommodation, mixed-use developments, care homes, student accommodation, temporary accommodation, key worker housing, MOD accommodation and High-Risk Buildings. It will also incorporate enabling and preparatory services such as infrastructure works, site clearance, decontamination, remediation and demolition, as well as conversions, extensions and adaptations of existing buildings. The Framework aims to appoint high-performing contractors who can demonstrate quality, innovation and value, while supporting market development, diversified supply chains and the reduction of whole-life costs. It will also encourage delivery approaches that contribute to national Net Zero ambitions, including increased use of 2D and 3D modern methods of construction and higher Pre-Manufactured Value (PMV).Through this pre-market engagement, LHC Procurement Group seeks to gather supplier feedback to help shape the final structure, commercial model and technical requirements of the H3 Framework prior to commencing the procurement process.

Tender Quality Score

This is a well-structured preliminary market engagement notice, clearly outlining the scope and aspirations for a future housing framework with a strong emphasis on sustainability and innovation. While some metadata fields are incomplete, it effectively seeks market feedback to shape the upcoming procurement.

Score Breakdown

Legal Compliance75/100

The notice functions as a preliminary market engagement, which is a legitimate pre-procurement activity. However, the 'Type' and 'Procedure' fields are explicitly marked as 'None', and the 'Estimated Value' of 1 EUR is a placeholder, which are deficiencies in formal metadata disclosure, even for a PME.

Missing tender type and procedure definition
Estimated value is a placeholder (1 EUR) not a true financial disclosure
Clarity85/100

The document is exceptionally clear about its purpose as a preliminary market engagement, explicitly stating it seeks supplier feedback to shape a future framework. The scope of the future framework and the current submission requirements are well-articulated and unambiguous.

Completeness70/100

Basic information like title, reference, organization, deadlines, and duration are provided. However, the 'Type' and 'Procedure' fields are missing, and the 'Estimated Value' is a placeholder, indicating a lack of complete formal procurement data. Evaluation criteria are not specified, which is appropriate for a PME.

Missing tender type and procedure definition
Estimated value is a placeholder (1 EUR) not a true financial disclosure
Fairness85/100

The preliminary market engagement nature inherently promotes fairness by seeking broad market input. Requirements for the future framework are comprehensive and generic, not appearing tailored to any specific company. Full document access is provided. The placeholder value is a minor transparency issue but does not compromise fairness at this stage.

Estimated value is a placeholder, impacting full transparency of potential contract value
Practicality65/100

The notice lacks explicit support for electronic submission of feedback, which could be a practical hurdle. While contract duration and start date are specified for the future framework, actual financing information is absent due to the placeholder value.

No explicit e-submission method for feedback
Actual financing information is not available due to placeholder value
Data Consistency70/100

While dates are logical and there are no disputes, several key fields such as 'Type', 'Procedure', and 'Liable Person' are unpopulated or marked as 'None'. The 'Estimated Value' of 1 EUR is a clear placeholder, indicating inconsistency in data population for a procurement notice.

Missing 'Type' and 'Procedure' fields
Missing 'Liable Person'
Sustainability90/100

The tender demonstrates a strong commitment to sustainability, explicitly mentioning contributions to 'national Net Zero ambitions,' '2D and 3D modern methods of construction,' and 'higher Pre-Manufactured Value (PMV).' It also includes social aspects by supporting diverse housing types and 'diversified supply chains,' and emphasizes 'innovation.'

Strengths

Clear communication of preliminary market engagement purpose
Strong emphasis on sustainability, innovation, and social aspects for the future framework
Comprehensive description of the future framework's scope
Requirements for future framework are broad and not tailored
All relevant documents are available

Concerns

Missing formal tender type and procedure definitions
Estimated value is a placeholder (1 EUR), lacking true financial transparency
Lack of explicit electronic submission method for feedback
Several key metadata fields are unpopulated or marked as 'None'

Recommendations

1. Clearly define the type of notice (e.g., Prior Information Notice, Market Sounding) and the intended procurement procedure in the relevant fields.
2. Provide a more realistic estimated value range for the future framework, even if indicative, to enhance transparency.
3. Specify the method for electronic submission of feedback to improve practicality for suppliers.
