Tender Quality Score

This tender for digital marketing services in China is critically incomplete, lacking essential documentation, explicit legal requirements, and evaluation criteria, which severely undermines transparency and fair competition.

Score Breakdown

Legal Compliance100/100

The tender explicitly states the absence of mandatory exclusion grounds and eligibility requirements, which are fundamental legal prerequisites for an open public procurement procedure. The complete lack of evaluation criteria also makes it impossible to assess compliance with procurement principles.

Missing mandatory exclusion grounds
Missing explicit eligibility requirements
Clarity40/100

While the general service description is clear, the complete absence of tender documents and detailed specifications makes it impossible for potential bidders to understand the full scope, specific expectations, and how their offers will be assessed. Technical capabilities are listed but lack detail on demonstration methods or required experience levels.

Absence of tender documents and detailed specifications
Unclear demonstration requirements for technical capabilities
Completeness83/100

The tender is severely incomplete. There are no tender documents, no explicit mandatory exclusion grounds, no explicit eligibility requirements, no detailed financial requirements, and, most critically, no evaluation criteria. This prevents bidders from preparing comprehensive and compliant offers.

No tender documents attached or content available
Missing mandatory exclusion grounds
Fairness60/100

The absence of mandatory exclusion grounds, eligibility requirements, and evaluation criteria creates a highly unfair and non-transparent procurement process. This grants the contracting authority excessive discretion, making it difficult for bidders to understand the rules and for the process to be objectively challenged, raising concerns about potential for arbitrary decision-making.

Lack of transparency due to missing key information
Potential for arbitrary decision-making
Practicality40/100

From a bidder's perspective, it is highly impractical to prepare a meaningful and competitive bid without any tender documents, detailed requirements, or evaluation criteria. For the contracting authority, evaluating bids based on such limited information would be extremely challenging and prone to disputes.

Impractical for bidders to prepare comprehensive offers
Difficult for the contracting authority to conduct a fair and objective evaluation
Data Consistency100/100

The provided basic information (title, reference, organization, value, duration, description) is internally consistent. However, the primary concern is the critical lack of detailed data and documentation, rather than inconsistencies within the existing data.

Sustainability25/100

The tender does not include any explicit green procurement or social criteria, as indicated by the automated check. This represents a missed opportunity to integrate sustainability considerations into the procurement process.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear general service description
Estimated value and contract duration provided
Innovation focus indicated
Open procedure type promotes competition (in principle)

Concerns

Critical absence of tender documents and detailed specifications
Missing mandatory exclusion grounds and eligibility requirements
Complete lack of evaluation criteria
High risk of unfair competition and lack of transparency
Broad technical requirements without clear demonstration methods

Recommendations

1. Immediately publish comprehensive tender documents, including detailed specifications, terms of reference, and contract conditions.
2. Clearly define mandatory exclusion grounds, eligibility requirements, and detailed evaluation criteria with weighting.
3. Provide clear instructions on how bidders should demonstrate technical capabilities and financial standing.
