Deprivation of Liberty Safeguards (DoLS) is the legal framework used to authorise the care or treatment arrangements of an individual who lacks mental capacity to consent to their arrangements. These safeguards apply when a person is 'deprived of their liberty' in a care home or hospital. The Tender process will look to award a contract to a single supplier to undertake DoLs Best Interests Assessors, which will be conducted by qualified Best Interest Assessors, to support internal assessment provision. The anticipated volume of referrals under this contract is expected to be circa 40 assessments per year. However, demand could reach up to 100 assessments per year. There is no guarantee of volume. Coventry City Council use in house social work teams to deliver services and uses external provision to bolster services, when required, to ensure the City Council meets its responsibilities under the Mental Capacity Act 2015. The service will predominantly be for citizens within Coventry but may also include assessments for service users who live in Warwickshire, Birmingham and Worcestershire. The service will also need to meet needs nationwide where required.
