Tender Quality Score

This tender for toilet refurbishment provides clear basic information and scope but suffers from significant gaps in detailed requirements and evaluation criteria, impacting clarity, completeness, and fairness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly, and the submission period is reasonable. However, the absence of explicit mandatory exclusion grounds, specific financial requirements, and missing procedure codes in the summary are notable omissions that could affect full compliance with disclosure standards.

Missing explicit mandatory exclusion grounds in summary
Missing specific financial requirements in summary
Clarity60/100

The project description and scope of work are clear. However, the critical absence of specified evaluation criteria and detailed performance conditions significantly reduces the overall clarity for potential bidders. The AI-extracted requirements are clear but high-level.

No evaluation criteria specified
Performance conditions not explicitly stated
Completeness65/100

Basic information, deadlines, value, and duration are provided. However, the tender lacks explicit evaluation criteria, detailed technical specifications (beyond the general description), and specific financial/exclusion requirements in the provided summaries. The listed documents appear to be mostly administrative rather than comprehensive tender documentation.

Missing explicit evaluation criteria
Lack of detailed technical specifications in document summaries
Fairness60/100

The tender discloses the estimated value and supports e-procurement, promoting equal access. The submission period is reasonable for preparation. However, the critical absence of specified evaluation criteria significantly undermines transparency and objectivity, making it difficult for suppliers to understand the basis of award.

No evaluation criteria specified, impacting transparency and objectivity
Practicality70/100

Electronic submission is supported, and the contract start date and duration are clearly specified. While a direct document URL is not explicitly provided, it is implied through the e-tendering system. Specific financing information beyond the estimated value is not available.

No explicit document URL provided (though implied by e-tendering system)
Lack of specific financing information
Data Consistency80/100

Key dates are logical and consistent, and no disputes or suspensions are reported. However, there are minor inconsistencies such as missing codes for the tender type and procedure, and a slight discrepancy between the estimated value in EUR and the value mentioned in the Tender Notice (£).

Missing codes for tender type and procedure
Slight discrepancy in estimated value (EUR vs. GBP equivalent in notice)
Sustainability20/100

The tender does not explicitly incorporate green procurement, social aspects, or innovation focus. The mention of 'antibacterial wall panels' is a functional requirement rather than a sustainability criterion.

No explicit green procurement criteria
No explicit social aspects

Strengths
