These two standalone projects form part of £60M overall funding secured to deliver regeneration projects to the Tendring District. The sites are located at (i) Milton Road and (ii) Victoria Street, Dovercourt, Essex. Both projects already have planning permission and are at RIBA stage 3. Victoria Street project: construction project to convert two derelict sites to (i) social housing and (ii) dedicated parking spaces for residents. More information about both projects can be found at: https://www.tendringdc.gov.uk/government-funded-projects Please note, the estimated contract value provided is the ceiling budget limit for the complete project, and contract duration is modelled on development of the sites without lotting. The purpose of this notice is to assess market interest and obtain feedback on several aspects of the opportunity, through the completion of an online questionnaire. A full information pack is available to download from the ProContract eTendering portal (see below for more information). Tender Quality Score

This Preliminary Market Engagement (PME) is well-described and transparent for its purpose, seeking market interest for significant regeneration projects. While some structured data fields are unpopulated, the overall intent and project details are clear.

Score Breakdown

Legal Compliance75/100

The notice clearly defines itself as a Preliminary Market Engagement, which is a recognized pre-procurement activity. CPV codes are appropriate, and deadlines are reasonable for a PME. However, the 'Type' and 'Procedure' fields being 'None' in the basic information is a formal data quality issue, despite the clear description.

Basic information fields 'Type' and 'Procedure' are marked as 'None' despite being a Preliminary Market Engagement.
Clarity80/100

The description of the projects, their scope, and the purpose of the PME (market interest, feedback via questionnaire) is exceptionally clear and unambiguous. AI-extracted requirements are also clear and appropriate for this stage.

Completeness70/100

For a Preliminary Market Engagement, the notice is quite complete, providing all essential information such as project details, estimated value, duration, and access to a full information pack. The absence of formal evaluation criteria is expected for a PME.

Fairness85/100

The PME demonstrates good fairness with disclosed value, stated access to a full information pack via an e-tendering portal, and generic requirements that do not appear tailored. Deadlines are reasonable for questionnaire completion.

Practicality65/100

Electronic submission via an online questionnaire and the ProContract eTendering portal is supported, which is practical. Contract start date and duration are known. However, a direct URL to the specific tender page on the e-tendering portal is not explicitly provided in the main text.

Direct URL to the specific ProContract eTendering portal page is not explicitly provided in the main text.
Data Consistency90/100

Most key fields are populated, and dates are logical and consistent. The primary inconsistency lies in the 'Type' and 'Procedure' fields being 'None' while the description clearly states 'PRELIMINARY MARKET ENGAGEMENT'. The 'Liable Person' field is also empty.

Inconsistency in 'Type' and 'Procedure' fields (marked 'None') versus the clear description of a Preliminary Market Engagement.
'Liable Person' field is empty.
Sustainability50/100

The projects include positive sustainability aspects such as the creation of social housing and the installation of EV charge points. While not explicitly framed as a comprehensive green or social procurement, these elements are commendable.

No explicit focus on broader green procurement, social criteria beyond housing, or innovation beyond specific project features.

Strengths

Clear and detailed description of the projects and the purpose of the PME.
Inclusion of social housing and EV charge points demonstrates positive social and environmental considerations.
Use of an e-tendering portal for submission and questions enhances accessibility.
Estimated value, contract duration, and start date are clearly specified.
Access to a full information pack is stated, promoting transparency.

Concerns

Structured data fields for 'Type' and 'Procedure' are unpopulated ('None'), creating a formal inconsistency.
The direct URL to the specific ProContract eTendering portal page is not explicitly provided.
The 'Liable Person' field is empty.
While containing positive elements, there is no explicit overarching sustainability or innovation strategy outlined for the procurement.

Recommendations

1. Ensure all structured data fields, particularly 'Type' and 'Procedure', accurately reflect the nature of the notice (e.g., 'Market Sounding').
2. Provide a direct, clickable link to the specific ProContract eTendering portal page for immediate access to the information pack and questionnaire.
3. Consider explicitly outlining how market feedback will be utilized to refine future tender requirements, especially concerning broader sustainability and innovation goals.
